Vietnam - Laos: Promoting technology transfer, innovation and human resource training
The signing ceremony of the Memorandum of Understanding on cooperation in an online form between Kowloon University, Vietnam and the Department of Technology and Innovation - Ministry of Technology and Communications, Lao People's Democratic Republic at 04 bridgeheads took place on August 13, 2021.

The ceremony was witnessed by Mr. Tran Van Tung, Deputy Minister of Science and Technology, Vietnam, and Mr. Santisouk Simmlavong, Deputy Minister of Technology and Communications, Lao PDR.

Attending the signing ceremony at the bridgehead in Ho Chi Minh City, there were Mrs. PhimPha kemmixay, Consulate General of the Lao PDR in Ho Chi Minh City. At the Hanoi bridgehead, there were Mr. Ta Viet Dung, Director of the Department of Technology Application and Development, Ministry of Science and Technology; Mrs. Tran Thi Hong Lan, Deputy Director of the Department of Technology Application and Development; Mrs. Ha Thi Lam Hong, Deputy Director of International Cooperation Department. At the bridgehead of Vinh Long province, there were Mr. Luong Minh Cu, Rector of Cuu Long University and representatives of leaders of the university's units.

Speaking at the signing ceremony, Mrs. Tran Thi Hong Lan, Deputy Director of the Department of Technology Application and Development said that over the past time, following the direction of leaders of the two ministries, the Department of Technology Application and Development , Vietnam and the Department of Technology and Innovation, Laos, as a focal point, have actively coordinated to successfully organize the "Vietnam - Laos Technology Transfer Promotion Forum 2018" with a series of events that have practical meaning. Thereby, creating opportunities for the two sides to exchange and cooperate in research as well as cooperation and investment in the field of science - technology and innovation among ministries, sectors, enterprises, research institutes and other agencies, universities of the two countries, focusing on making science and technology a driving force, a key and a solid pillar for socio-economic development. In particular, typically Cuu Long University (Vietnam) and the Department of Technology and Innovation (Laos) signed and effectively implemented activities to support human resource training, organize conferences, workshops and thematic reports as well as cultural exchanges, education, training, etc.

In order to successfully continue the "Vietnam - Laos Technology Transfer Promotion Forum 2018", Cuu Long University (Vietnam) and the Department of Technology and Innovation (Laos) agreed to continue signing a Memorandum of Understanding in order to cooperate to promote technology transfer activities, organize workshops and exhibitions, implement cultural exchange programs, train staffs, promote technology transfer,... “The above activities have an important and practical meaning in enhancing training to improve the quality of human resources for Lao cadres, especially in the field of innovation and technology transfer," said Mrs. Tran Thi Hong Lan.

Appreciating the cooperation between the two sides, Mrs. Khamyong Sichanthavong, Deputy Director of the Department of Technology and Innovation, Ministry of Technology and Communications of Laos, said that after two years of implementation, there have been many training and technology transfer activities from Vietnam to Laos through specific activities, such as technical processing of commercial bamboo shoots for the market in Laos; research and transfer of solar battery technology; sharing the results of clinical trials of products to prevent African swine fever in Vietnam; awarded 10 scholarships of 100% masters and Vietnamese language training to Lao science and technology staffs, etc.

Therefore, the Department of Technology and Innovation, Ministry of Technology and Communications, Laos and Cuu Long University, Vietnam have agreed to continue cooperation to further develop each relationship between the two sides.

Also at the ceremony, Rector of Cuu Long University, Luong Minh Cu expressed his honor to be selected by the Department of Technology and Innovation, Ministry of Technology and Communications, Laos as a strategic partner in training high quality human resources; technology transfer and innovation. At the same time, Mr. Luong Minh Cu wished to further develop the good cooperation relationship between the two sides in the coming time.
