In fact, with the rapid development of the industrial revolution 4.0, measurement activities increasingly show the importance in life. According to Dr. Cao Xuan Quan, Director of the Vietnam Metrology Institute, General Department of Standards, Metrology and Quality, metrology is divided into 3 types depending on the level of complexity and different accuracy: Firstly, scientific measurement, related to the establishment, maintenance and development of measurement standards (top level);
The second is industrial metrology, which ensures the practical applicability of measuring instruments used in industry, during production and testing, in order to ensure the quality of academic research and life everyday;
The third is legal metrology, managing measurements that affect the transparency of economic transactions, especially when there is a requirement to verify the legality of measuring devices.
Along with that, Dr. Cao Xuan Quan also pointed out that measurement activities have a large scope of influence and play an important role in ensuring fairness and transparency in the society, specifically as follows: Measurement creates favorable conditions for fair trade through harmonized standards documents, consistent measurement standards, and internationally accepted certifications. For example, a device that has been tested and approved for use in one country can also be sold and used in another, without repeating the test.
Metrology drives innovation, scientific metrology drives industry innovation and the development of cutting-edge measuring instruments. For example, high-precision manufacturing engineering requires more precise measurement techniques to be able to control manufacturing and assembly processes, such as for micro and nanostructures.
Metrology supports state management, by providing metrological references for policy consultation, directives, conformity assessment and verification. For example, measurement is a key consumer protection tool, measuring techniques and means of measurement help to accurately determine measurement results of gas, electricity and water meters, fuel gauges, test equipment, checking the alcohol concentration in the breath, the scale at the supermarket, and etc. within the allowable error threshold.
