Strategy for development of science, technology and innovation for the period of 2021 - 2030: Clearly defining breakthrough orientations
Developing a Strategy for Science, Technology and Innovation (Science, Technology and Innovation) development for the period of 2021-2030 is an important task not only for the S&T sector but also for all sectors and levels. Therefore, it is necessary to actively participate and to accompany all ministries, branches, localities, enterprises, research institutes, universities and etc. in the process of developing and implementing the Strategy in the future.

The meeting was held online with the participation of 60 delegates.

Huynh Thanh Dat - Member of the Central Committee of the Party, Minister of Science and Technology, Head of the Strategy Drafting Committee at the meeting of the Drafting Committee of the Strategy for Science, Technology and Innovation Development for the period of 2021 – 2030 (Strategy) in the past time. The meeting was held online under the chairmanship of Minister Huynh Thanh Dat.

Attending the meeting, there were Mr. Bui The Duy - Alternate member of the Party Central Committee, Deputy Minister of Science and Technology, Deputy Head of the Drafting Committee, Head of the Editorial Team; 60 delegates are members of the Drafting Committee, Editorial Team, Standing Editor of the Editorial Team and a number of experts, scientists, and managers.

Building a Strategy is an important task

Carrying out the tasks assigned by the Prime Minister, the Ministry of Science and Technology has presided over and coordinated with relevant agencies to develop a draft Strategy for Science, Technology and Innovation Development for the period of 2021-2030. From the end of 2020, organizations of Strategy development were quickly established, including: Strategy Drafting Board, Editorial Team and Standing Editorial Team.

Over the past time, the Drafting Board has directed the Editorial Team to implement many activities. Specifically, evaluated the results of the implementation of the Strategy for Science and Technology Development for the period of 2011-2020, which clarified the achieved results, limitations, causes and learned lessons for the development of the Strategy of new period; organize research activities and coordinate with international organizations, such as World Bank, Australian Scientific and Industrial Research Organization (CSIRO), and etc. to exchange and cooperate in research to supplement theses scientific and practical basis for strategy formulation. At the same time, ministries, branches and localities (24 ministries, branches and 63 localities) have been requested to participate in providing information on the content of the Strategy formulation. The reports of the ministries, branches and localities providing information have been seriously researched, filtered and absorbed by the Editorial Team to be reflected in the draft Strategy.

Along with that, more than 30 exchange and discussion sessions have been organized with experts, scientists and managers; held in-depth discussions with units under the Ministry of Science and Technology and 2 meetings of the Editorial Team to exchange and discuss the contents of the Strategy. So far, the Editorial Team has completed the draft report on the implementation of the Strategy for Science and Technology Development for the period of 2011-2020, the draft Strategy for Science, Technology and Innovation Development for the period of 2021-2030, and the draft Report to be submitted to the Prime Minister, draft Explanatory Report on Strategy development.

Speaking at the meeting, Minister Huynh Thanh Dat emphasized the role and position of Science, Technology and Innovation in socio-economic development and national development. Accordingly, the 13th Party Congress approved the 10-year socio-economic development strategy for the period of 2021-2030, in which the contents of science, technology and innovation are mentioned systematically, synchronously and throughout. Science, Technology and Innovation is affirmed as a strategic breakthrough content to create breakthroughs in productivity, quality, efficiency and competitiveness of the economy, especially in the context of the Fourth Industrial Revolution and the digital economy has become one of the major development trends of the times, aiming to achieve the goal that by 2030 our country will become a developing country with modern industry, high middle income and by 2045 or later will become a developed, high-income country.

According to the Minister, the formulation of the Strategy for Science, Technology and Innovation Development for the period of 2021-2030 is a step to concretize the contents of Science, Technology and Innovation mentioned in the major policies of the Party and State and emphasized in the Government's 10-year socio-economic development strategy for the period of 2021-2030. “This is an important task not only for the S&T sector but also for all sectors and levels. Therefore, it is necessary to actively participate actively and accompany all ministries, branches, localities, enterprises, research institutes, universities in the process of formulating and implementing the Strategy in the future”, emphasized the Minister.

At the meeting, Deputy Minister of Science and Technology Bui The Duy gave a speech to receive opinions and provide information, clarifying some of the comments and discussions of the members. The Deputy Minister said that the Drafting Board and the Editorial Team held many working rounds and discussions with each group of scientists, technology experts, diplomats of ministries, branches, research institutes, universities and businesses to identify and analyze political, economic, social, technological, legal, and environmental trends that are taking place in the world; identify and analyze the strengths, weaknesses, opportunities and challenges that have strong impacts on the development of science, technology and innovation of Vietnam in the next 10 years. Among the set goals, how in the next 10 years, science, technology and innovation to become a pillar of socio-economic development, is focused and emphasized, the Deputy Minister said.

Concluding the meeting, Minister Huynh Thanh Dat thanked members of the Drafting Board, Editorial Team, experts and delegates attending the meeting. The Minister affirmed that the Ministry of Science and Technology will accept with the highest sense of responsibility to include comments on the draft Strategy. At the same time, the Ministry of Science and Technology wishes to continue to receive comments to complete the Strategy and the active participation and companionship of ministries, branches, localities and businesses to develop the Strategy for Science, Technology and Innovation Development for the period of 2021-2030 has high and feasible quality, to promote strong development of science, technology and innovation in all industries and fields.  Thereby, creating breakthroughs to improve productivity, quality, efficiency and competitiveness of economy as set out in the 10-year socio-economic development strategy for the period of 2021-2030.
