Will pilot specialized inspection of food safety in 9 provinces and cities
The Government has issued Resolution No. 102/NQ-CP on September 7, 2021, on piloting specialized inspection of food safety in districts, towns and cities of 9 provinces and cities directly under the Central Government. The pilot time is 1 year.

Specifically, the Government decided to pilot the implementation of specialized inspection of food safety (food safety) in districts, urban districts, towns and cities (district level) of 9 provinces and cities directly under the Central Government (provincial level). including: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Thanh Hoa, Ha Tinh, Dong Nai, Gia Lai on the basis of using the existing contingent of civil servants and public employees, without increasing the mechanism.

Scope of the pilot: 70 district-level administrative units have piloted according to Decision No.47/2018/QD-TTg dated November 26, 2018 of the Prime Minister on pilot implementation of specialized food safety inspection in districts, towns and cities and communes, wards and townships of districts, urban districts, towns and cities of 9 provinces and centrally run cities, namely Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Thanh Hoa, Ha Tinh, Dong Nai, Gia Lai.

The resolution clearly states that civil servants and public employees assigned to perform the task of specialized food safety inspection at district level have the authority to handle administrative violations on food safety; are equipped with their own clothes and enjoy the regimes prescribed by law.

Funding for food safety assurance activities and specialized food safety inspection activities at district level will be guaranteed by the local budget according to the decentralization of the Law on State Budget. Provincial People's Committees will submit to the People's Councils of the same level to prioritize budget allocation for food safety assurance activities and specialized food safety inspection activities at district level to reward, invest in equipment, strengthen technical equipment and inspection, examination, testing, handling and destruction of unsafe food and other State management tasks.

The Government assigns the Ministry of Health to assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Justice, the Ministry of Home Affairs, the Government Inspection and relevant agencies in formulating a draft decision on the pilot to deploy specialized food safety inspection in the above localities, submit to the Prime Minister for promulgation in the fourth quarter of 2021.

After the pilot period, the Ministry of Health assumes the prime responsibility for, and coordinate with relevant ministries and branches and the People's Committees of provinces and centrally-run cities in, piloting the review, assessment and reporting to the Government.

Regarding the issue of ensuring food safety, previously, the Food Safety Department also asked provinces and cities that are implementing social distancing to actively coordinate with media agencies to strengthen propaganda work. Ensuring food safety during the Mid-Autumn Festival, integrating with propaganda on COVID-19 prevention and control.

Contents of propaganda for the following subjects: For food production and trading establishments, it is necessary to strictly comply with regulations on conditions to ensure food safety in production, business, preservation and transportation of food. Strictly implementing regulations on prevention of COVID-19 in production, such as the principle of 3 places, one road, two destinations and etc.

For consumers, it is necessary to guide the selection, processing, preservation and safe use of food; only buy and use food and food additives with full brands, clear origin, do not use food additives outside the list, not the right subjects and doses as prescribed by the Ministry of Health economic. Note to check the origin, origin and expiry date when buying food products online.

For provinces/cities that are not in the period of implementing social distancing in the prevention of COVID-19 epidemic, it is necessary to strengthen propaganda to ensure food safety in production, business and circulation of food products, proactively implement measures to prevent the spread of COVID-19.
