In our country today, in addition to the force of professional scientists - those who are well-trained, work in institutes, schools, enterprises or research organizations, have all the conditions to ensure the operation. For our creativity, we also have a force of "Amateur Inventors - Non-Scientific Scientists", they are pure farmers (barefoot scientists), craftsmenand etc. There are many people who only go to high school can read and write. However, there are many inventions, their initiatives have brought great benefits to their own work, the community and society.

According to the general data of the local Science and Technology Development Department, the Ministry of Science and Technology for the period from 2016 to 2020, there are 781 inventions discovered and recorded in the whole country from 2016 to 2020. through various competitions from central to local, such as Technical Innovation Contest of provinces and cities; National Youth, Youth and Children's Creative Competition; Vietnam Science and Technology Innovation Award; Farmer Technical Innovation Contest; Meeting and honoring typical amateur inventors in industries and localities; Advanced typical conference; “Patriotic emulation congress at all levels and branches. Many inventions and initiatives are effective, feasible and immediately applied in production to liberate manual labor, improve productivity and product quality.

Aware of the meaning, creative effectiveness and existing benefits of "non-specialist inventors" for socio-economic development, the Ministry of Science and Technology has actively advised the Government to issue Decree No. 13/2012/ND-CP, Circular No. 18/2013/TT-BKHCN on guiding the implementation of a number of provisions of the initiative's charter. Many localities have issued a number of policies to support and encourage suitable initiatives and inventions to the local situation. However, compared with the creative potential, the ability to replicate, and especially the continued support for these inventions and initiatives to complete the technological process, and protect intellectual property copyright), industrial-scale production and commercialization of products to the market. The existing mechanisms and policies are not enough, it is necessary to have more synchronous mechanisms and policies from the central government to localities.

First, it is necessary to have some solutions, policies and activities to support and create favorable conditions for inventors who do not specialize in commercializing products, such as introduction to participate in fairs, science and technology events; guidance on procedures, registration of patent protection; honored in the media in many different forms. In the long term, it is necessary to have a support and funding mechanism from the state budget for "non-specialist inventors" to continue researching and perfecting technologies, building replication models, transfer contracts, contribute capital, guarantee their own patents for cooperation in production, borrow money from banks to expand production.

The authorities at all levels pay due attention, the state promulgates appropriate mechanisms and policies to encourage creative capacity, the force of "non-specialist inventors" will continue to have initiatives, useful solutions that contribute to liberating people's labor force, improving productivity and product quality, making a very important contribution to the socio-economic development of localities and of the country.
