Promote the improvement of mechanisms and policies on science, technology and innovation
The Ministry of Science and Technology said that in the coming time, it will accelerate the improvement of institutions, mechanisms and policies on science, technology and innovation, completing projects under the Government's work program, Prime Minister, legal documents in 2021 to free up resources, promote strong development of science, technology and innovation.

Thriving startup ecosystem

According to the Ministry of Science and Technology, over the past time, the innovation ecosystem has continued to develop strongly; support and encourage innovative start-ups. So far, there are more than 3,000 creative startups in Vietnam, mainly concentrated in two big cities, Hanoi and Ho Chi Minh City. Some industries have seen strong growth of innovative start-ups, such as the education technology industry, the financial technology industry or in relatively traditional fields, such as real estate, tourism.

The country currently has 69 incubators, 186 co-working zones, 28 business promotion organizations, about 138 universities, academies and colleges organizing creative start-up activities, of which 43 schools have established incubators, centers and clubs to support long-term start-ups. In addition, the science and technology market continues to be promoted for development and gradually promote its role as a bridge, linking science and technology activities with production and business.

On July 13, 2021, Deputy Prime Minister Vu Duc Dam signed Decision No. 1158/QD-TTg on promulgating the National Science and Technology Market Development Program to 2030 with the goal to 2030, The annual value of scientific and technological goods transaction increases by an average of 30% and over 35% for some key export sectors and industries.

The proportion of intellectual property transactions reached over 20%, the proportion of transactions of technologies imported from developed countries reached 35%. The proportion of technology transactions from Vietnamese research institutes and universities reached over 40% of the total technology transactions of domestic origin.

The National Technological Innovation Program up to 2030 is in the direction of taking the enterprise as the center of innovation and technology application, focusing on focused and key investment to improve the national S&T capacity, the capacity to absorb technology of enterprises, creating key products; forming and developing new Vietnamese branded products and goods that are competitive in quality and price.

The Ministry also cooperates with localities to promote the development of a number of content on S&T and innovation in the provincial plans for the period of 2021-2030, with a vision to 2050; promptly remove obstacles on mechanisms and policies, develop S&T potential, and development barriers for businesses in the context of the COVID-19 pandemic adversely affecting socio-economic development.

In particular, the Ministry has signed and implemented programs to coordinate S&T activities to solve and handle a number of urgent local issues, such as climate change, epidemics, gene conservation and improve the value chain for specific products, products with local advantages; build a pilot model for application of advanced science and technology, effectively exploiting the advantages and specific conditions of each region and locality.

Accelerate the improvement of mechanisms and policies on science, technology and innovation

Minister of Science and Technology Huynh Thanh Dat said that in the last months of 2021, the Ministry will continue to implement the Ministry's Action Program to implement Resolution No. 50/NQ-CP dated May 20, 2021 of the Government and Conclusions of the Prime Minister in Notice No. 145/TB-VPCP dated June 3, 2021; Resolution of the Government on the Government's action program to implement the 10-year socio-economic development strategy for the period of 021-2030 and the country's 5-year development direction and tasks from 2021-2025.

Simultaneously, coordinate with the Government Office to complete the project file of the Law amending and supplementing a number of articles of the Intellectual Property Law, and submit it to the National Assembly for comments at the second session of the XV National Assembly in October 2021.
