Solutions to promote the potential of 'non-specialist inventors' in Vietnam
We should be paid attention to appropriate mechanisms and policies to encourage the creative capacity of "non-specialist inventors", contributing to the increase of useful initiatives and solutions for life.

In our country today, in addition to the force of professional scientists, those who are well-trained and work in institutes, schools, enterprises or research organizations have full conditions to ensure creative activities. Its creators also have a force of "amateur inventors" (also known as amateur scientists).

Those are the pure farmers (barefoot scientists), craftsmen... where many people who have only completed high school can read and write. However, there are many inventions, their initiatives have brought great benefits to their own work, the community and society.

According to aggregated data of the local Department of Science and Technology Development (Ministry of Science and Technology), in the period from 2016 to 2020, there are 781 inventions and patents discovered and recorded in the whole country for the period from 2016 to 2020 through various competitions from central to local, such as Technical Innovation Contest of provinces and cities; National Youth, Youth and Children's Creative Competition; Vietnam Science and Technology Innovation Award; Farmer Technical Innovation Contest; Meeting and honoring typical amateur inventors in industries and localities; Advanced typical conference; “Patriot emulation congress” at all levels, branches and etc.

Many inventions and initiatives are effective, feasible and immediately applied in production to free up manual labor, improve productivity and product quality. For example, inventor Pham Van Hat (Hai Duong) with "Automatic seeding machine", a machine that places seeds accurately at a predetermined distance, replacing the work of 40 people, the machine is available for sale in most provinces, cities in the country and 14 countries around the world, such as Germany, USA, Japan, China, and etc.

Inventor Ta Dinh Huy (Hanoi) with the "Multi-function agricultural machine", the machine has integrated 15 functions, such as plowing, harrowing, milling the soil, weeding the garden, creating rows for seeding, creating beds, and winches. towing agricultural, forestry products, microbial fertilizer island, drainage ditch, planting hole digging, generator, towing trailers in farm house and garden, digging coffee tank, spraying pesticides, pumping, watering pepper. Up to now, Mr. Huy's facility has produced more than 1,000 machines and has a strong position in the domestic market.

Inventor Le Van Thanh (Binh Dinh) with the invention of a compact corn kernel separator, suitable for mountainous terrain, operated by an oil machine; Inventor Le Huu Minh (Thua Thien Hue) with a hydraulic press of peanut - sesame oil, the machine operates with a capacity of pressing 1.5 tons of peanuts/day at low cost, saving labor;

Inventor Tran Kim Hiep (Quang Ngai) with a mobile glue peeling and peeling machine that can replace 6 labors; Inventor Nguyen Van Ro (Ca Mau) with an ultra-light plow that can float on water, easily navigates in the canals in the Southwest region, has been granted an exclusive useful solution by the National Office of Intellectual Property;

Inventor Nguyen Thanh Hung (Dong Thap) with an agricultural machine specializing in plucking sesame seeds, jute vegetables, morning glory is currently sold in some provinces and cities in the country and exported to Cambodia; Inventor Pham Van Hung (Tay Ninh) with a machine rig that combines four features in one, namely grooving, seed removal, trench filling, fertilizing and a fully automatic machine in the process of use, the rig can solve the  labor difficulties, minimizing seed damage, especially meeting the needs of mechanization for large planting areas.

According to the local Science and Technology Development Department, first of all, it is necessary to have a number of solutions, policies and activities to support and create favorable conditions for non-specialized inventors to commercialize their products. For example, introducing participation in fairs and S&T events; guidance on procedures, registration of patent protection; honored in the media in many different forms. In the long term, it is necessary to have a support and funding mechanism from the State budget for "non-specialist inventors" to continue researching and perfecting technologies, building replication models, transfer contracts, contribute capital, guarantee their own patents for cooperation in production, borrow money from banks to expand production.
