Performing the state management function in the field of radiation measurement and safety in the province, the inspection team of the Department of Science and Technology has conducted a specialized inspection on radiation measurement and safety for Medical Center and Trung Khanh District General Hospital on the responsibilities of organizations and individuals in the use of group 2 measuring instruments according to the provisions of the Law on Measurement; responsibilities of heads of organizations and individuals conducting radiation work, and responsibilities of radiation staffs in accordance with the Law on Atomic Energy.
Through the inspection, initially identified establishments that have made efforts to fulfill their legal obligations in the field of radiation safety and measurement, ensuring that measuring devices, such as sphygmomanometers, electrocardiogram measuring devices, balances, health check and etc. are periodically inspected and within the validity period of the inspection certificate. The lead clamp sealing positions of the tested measuring devices are intact, not repaired or affected to change the technical condition, metrological characteristics of the measuring instrument during use.
Establishments have arranged a person in charge of radiation safety in writing, a person in charge of safety with a certificate of radiation worker, and a radiation worker with a valid certificate of training in radiation safety in healthcare, equipped with a personal dosimeter and assessed irradiation dose every 3 months. The assessment results are within the allowable safety limits, the facilities all comply with the obligation to report the current status of radiation safety to the Department of Science and Technology annually, there are signs, radiation safety warning signals, and internal regulations access to control areas, monitoring areas, equipment operation procedures, grassroots emergency response plans, manuals on the use of personal dosimeters mounted at the place where radiation work is conducted according to the law. Through testing the tightness of the X-ray room by technical equipment, the results met the requirements for safety tightness.
However, in addition to the positive results achieved, the inspection team discovered that both facilities had violated the law in the field of atomic energy.
The inspection team made a record of administrative violations and requested the Chief Inspector of the Department of Science and Technology to fine the Medical Center of Trung Khanh district 18 million dong, and the general hospital of Trung Khanh district 9 million dong. This is a serious action by the Department of Science and Technology to maintain the order of state management in the field of Science and Technology. In the coming time, the Department of Science and Technology will continue to organize specialized inspections in the field of science and technology according to the approved inspection plan for 2021, focusing on petroleum trading activities, conducting radiation work and scientific research.
