New national technical regulation on quality of clean water for domestic use
The Ministry of Health has issued the National Technical Regulation on regulations on inspection and monitoring of clean water quality used for domestic purposes (QCVN 01-1:2018/BYT).

This standard prescribes the limits of quality parameters for clean water used for domestic purposes. The QCVN 01-1:2018/BYT standard will include two groups of indicators: the group of mandatory criteria issued by the Ministry of Health (group A) and the group of mandatory criteria issued by the People's Committee of the province/city on the basis of select specific parameters, suitable to the actual conditions of the locality (group B).

The new regulation replaces the standards QCVN 01: 2009/BYT and QCVN 02:2009/BYT. However, these two standards continue to be valid for application to the provinces and centrally-run cities that have not yet issued local technical regulations on the quality of clean water used for domestic purposes until the end of the June 30, 2021.

According to Circular No.41/2018/TT-BYT, specialized institutes under the Ministry of Health are responsible for reporting on clean water quality of the provinces in their respective localities every 6 months; Provincial Departments of Health direct their attached units to inspect and supervise water quality; The provincial Center for Disease Control is responsible for periodically and irregularly inspecting the quality of clean water of water supply units with a scale of 500 households or more (or a design capacity of 1,000 m3/day or more); The district health center is responsible for carrying out periodic and irregular external inspection of clean water quality of all water supply units with a scale of less than 500 households (or less than 1,000 m3/day).

The regulation eliminates inequalities in access to water sources, increases the initiative of localities and the roles and responsibilities of water providers in ensuring water supply safety. Circular No.41/2018/TT-BYT on promulgating National Technical Regulations and regulations on inspection and supervision of clean water quality used for domestic purposes takes effect from June 15, 2019.

The regulation applies to organizations and individuals that carry out part or all of activities of exploitation, production, transmission, wholesale and retail of clean water according to a complete centralized water supply system, and regulatory State management agencies on inspection, examination and supervision of clean water quality; testing laboratories and certification bodies of water quality parameters.

This standard specifies 99 indicators of clean water quality and permissible limits, such as microbiology, physico-chemical. Water production units must conduct their own assessment of conformity according to the provisions of Circular No. 28/2012/TT-BKHCN dated December 12, 2012 providing for standard conformity announcement, regulation conformity announcement and method of assessing the conformity with standards and technical regulations, Circular No. 02/2017/TT-BKHCN dated March 31, 2017 on amending and supplementing a number of articles of Circular No. 28/2012/TT-BKHCN dated December 12 2012 by the Minister of Science and Technology.
