Collect opinions for the Draft Strategy for Science, Technology and Innovation Development
On October 16, the Southern Department of Science and Technology, the Academy of Science, Technology and Innovation, in collaboration with the Ho Chi Minh National University, held a conference to give comments on the draft Strategy for Science, Technology and Innovation Development for the period of 2021-2030. After nearly 10 years of implementation, the S&T Development Strategy for the period of 2011-2020 has achieved important achievements in contributing to the growth and competitiveness of the economy, but there are still some limitations. Specifically, according to Deputy Minister Bui The Duy, the capacity of domestic enterprises to absorb technologies, innovate technologies and innovation is still limited. This weakness comes from the weak link between research and training, among research and the market and businesses, which makes it impossible for domestic scientists to help businesses master technologies. To solve this problem, the content of innovation has been added in the Draft Strategy developed by the Ministry of Science and Technology, in order to create a complete cycle in S&T development. Accordingly, not only focusing on developing new technologies and expanding technological frontiers, but also focusing on absorbing, spreading and mastering appropriate technologies to put them into service for economic development - society.

The deputy minister said that in the next 10 years, the science and technology industry will contribute 45-50% to the total factor productivity index (TFP). This index is a combination of three factors: technological innovation, new technology development, and improvement of business administration capacity. In addition, the innovation ecosystem oriented by the Ministry of Science and Technology will be complete with the presence of venture capital funds, angel investors, and intermediaries to support quality standards and intellectual property, technology valuation and etc.

Commenting on the Draft, Dr. Duong Hoa Xo, Director of the Ho Chi Minh City Biotechnology Center, said that research and inventions from institutes and universities must create economic value for businesses. The linkages between universities and businesses such as lecturers coming to businesses need to become specific regulations and policies before they can be put into practice. In addition, according to Dr. Xo, at present, investment in science and technology is still spread, many research units are overlapping each other, not linking strong research groups. Therefore, it is necessary to rearrange the apparatus of research institutions so that they are compact to focus on key investments.

Agreeing with this opinion, Prof. Tran Tuu, Chairman of the Board of Directors of SaVipharm, also said that the rearrangement of public S&T organizations will help save a considerable amount of the budget. In addition, according to Prof. Tran Tuu, the development of S&T enterprises and innovative start-ups is very necessary. However, these two groups of businesses are different, so it is necessary to identify the characteristics of each group to set a growth target by 2030.
