Completing standards and technical regulations on urban lighting
The Technical Infrastructure Department under the Ministry of Construction (Department of Technical Cooperation) and the Asian Development Bank (ADB) have just held a consultation workshop on the Smart and Efficient Energy City Project (SEECP) to improve the efficiency of the management and use of energy in urban lighting in Vietnam, contributing to the commitment to zero emissions (Net Zero) by 2050.

The workshop program presented an overview of energy efficiency guiding policies, smart cities and urban engineering standards, notes on focused technical, economic and financial assessments on improving energy efficiency in urban lighting and public buildings, investment modalities for project implementation, international best practices.

The project study is proposing investment opportunities estimated at around US$160 million for renovation and new construction projects in the areas of urban lighting and public buildings in 6 provinces, contributing to improve urban safety and landscape, create jobs and improve people's quality of life, while reducing emissions of 1.32 million tons of CO2 and saving $245 million in costs over the next 10 years.

ADB consultants (PwC India, PwC Vietnam and ENERTEAM) drew insightful conclusions from several assessments conducted in six provinces and cities for two focus areas and provided recommendations to improve existing standards and technical guidelines, and to supplement renovating practices.

More than 100 delegates participated in the workshop (in person and online), including government officials and experts from 6 selected provinces and cities (Can Tho, Da Nang, Hai Phong, Lam Dong, Quang Nam and Quang Ninh) as well as other provinces, other stakeholders from central government agencies, public lighting companies, the private sector and development partners.

The workshop supported the Technical Cooperation Department to complete and promulgate standards and technical regulations on urban lighting, and provide guidelines to help local authorities renovate and build new urban lighting projects by using smart and energy-saving technologies, and at the same time propose suitable investment methods for specific provinces and cities in Vietnam.
