Research on building a smart system to support and answer administrative procedures in Can Tho city
In the afternoon of May 27, 2022, Can Tho City Department of Science and Technology established an acceptance Council of the project "Research on building intelligent support system, asking and answering administrative procedures in Can Tho city". The Council was chaired by Mr. Tran Dong Phuong An - Deputy Director of the Department of Science and Technology of Can Tho City. The study was carried out by Assoc.Prof.Dr. Do Thanh Nghi. Can Tho University was presiding agency.

Overview of the meeting

The purpose of the project is to apply information technology to build an intelligent system that automatically responds to administrative procedures for people and businesses. The system simplifies the inquiry and consultation process, shortens the time to carry out administrative procedures, streamlines the management apparatus, saves costs and improves the efficiency of Can Tho city's administrative reform.

Council' members

The research team implemented the following contents: Surveying the current situation and collecting information on administrative procedures of the Department of Health and the Department of Information and Communications; Design automatic program system to support intelligent question and answer about administrative procedures; Building a database for the administrative procedure inquiry support system of the Department of Health and Department of Information and Communications; Building an automatic machine learning model for the administrative procedure inquiry support system of the Department of Health and Department of Information and Communications; Build an intelligent system that automatically returns a set of administrative procedures according to the user's request.

 Research team

Research results show that the project has surveyed the current status of IT infrastructure, resources and applications at the implementing unit (Department of Health and Department of Information and Communications); collect administrative procedures and questions related to administrative procedures from users; Building a database for the support system, asking and answering administrative procedures of the Department of Health and the Department of Information and Communications of Can Tho City; Building a machine learning model for the administrative procedure support and inquiry system of the Department of Health and the Department of Information and Communications of Can Tho City; Build an intelligent system that automatically responds to the content of administrative procedures at the request of users. The system is built on a website platform, the interface is compatible with all devices, allowing users to enter questions by typing text questions or direct voice questions (testing functions) from smartphone devices.

The program is installed and operated on the internet with a dataset of 180 administrative procedures of the Department of Health and the Department of Information and Communications of Can Tho City. The program automatically answers questions related to administrative procedures, shortens the time for questions and answers and implements administrative procedures, streamlines the management apparatus, saves costs and contributes to improving efficiency administrative reform of Can Tho city. The program creates a breakthrough in IT application in administrative reform through the use of knowledge discovery technology and automatic data mining, automatic machine learning, and artificial intelligence. The research results are the premise for the application of 4.0 technology in administrative reform of Can Tho city.

The Council has agreed to accept the project, however, the research team needs to edit and add some contents of the report according to the comments of the council members.
