Improve the capacity of IP rights management at universities, research institutes and enterprises
On May 27, 2022, the National Office of Intellectual Property (IP) cooperated with the Vietnam Women's Academy to organize a Workshop with the topic "Management of IPR at universities, research institutes and enterprises."

The National Office of Intellectual Property held a workshop on "Management of intellectual property rights at universities, research institutes and enterprises."

The workshop was held offline and online through 3 bridge points with the participation of speakers from Hanoi National University, Ho Chi Minh City National University, Vietnam Petroleum Institute; Robert Bosch Engineering and Business Solutions Vietnam Limitted Company and the delegates are managers, scientists from management agencies, universities, research institutes, enterprises.

Speaking at the opening of the workshop, Mr. Tran Le Hong - Deputy Director of NOIP said: "As a state management agency on IP, propaganda activities, raising awareness about IP, training and fostering on IP at universities, research institutes and enterprises have always been paid special attention by NOIP”.

Since 2019, NOIP has built and developed a network of TISC and IP HUB to promote IP activities and technology transfer at research institutes and universities. Now, there are more than 50 universities and research institutes that are members of the network.

The workshop experts also agreed and affirmed that the research institute is the cradle of knowledge creation, science and technology. At the same time, this is also a place where many objects of intellectual property rights are used in activities, training, research, international cooperation... However, at present, there are also many schools, research institutes, enterprises pay little attention to the management of IP rights in those activities.

Mrs. Hoang Linh Lan - Deputy Head of Science - Strategy Department, Vietnam Oil and Gas Institute, Vietnam National Oil and Gas Group, said that the commercialization and transfer of research products after finishing the thesis. The Institute's tasks/projects are still very limited. In addition, the Institute does not have a policy on allocation of ownership rights to distribute profits when intellectual property is commercialized; many officials do not really understand about IP, division of IP rights, technology transfer; IPR legal activities, valuation, and licensing are still weak.

Overview of the workshop

In fact, universities/research institutes have actively cooperated with businesses to commercialize scientific research results. This poses the requirement of having measures to manage IP rights in research cooperation activities among subjects and partners, as well as in the performance of scientific and technological tasks.

Experts and participants at the workshop discussed, shared experiences and some measures to manage IP rights in short- and long-term collaborative research activities, such as reviewing and evaluating initiatives technical preparation/solution, etc. to consider the possibility of commercializing the product; Formulate and perfect IP policies suitable to the conditions and fields of operation; Strengthen training and fostering of intellectual property knowledge and skills for a team of specialized officials in charge of IPR protection.

The management of IP rights for these activities will help to identify, evaluate and anticipate the arising of IP rights disputes in these activities. Thence, creating opportunities in the exploitation and transfer of IP rights, bringing revenue and benefits of the subjects in the next stages of cooperation.
