Binh Phuoc launches digital transformation emulation for the period of 2022-2025
Binh Phuoc Provincial People's Committee has just issued Plan No.162/KH-UBND to launch the emulation movement "Digital transformation in the period of 2022-2025" in Binh Phuoc province; striving to 2025, basically forming digital government, digital economy and digital society in the province.

According to the plan, the emulation movement will be deployed throughout the province. The subjects of emulation are agencies, units, localities, enterprises and lawful organizations; about individuals being cadres, civil servants and public employees at lawful agencies, units, localities, enterprises and organizations in the province.

The emulation movement will be implemented from 2022 to 2025. In which, in 2022, it will issue a plan to launch the emulation movement and the Provincial People's Committee requires 100% of agencies, units and localities to issue plans to launch and deploy emulation movements within the fields and subjects in charge.

In 2023, deeply implement the movement, organize the implementation of the plan contents; organize a preliminary review of the emulation movement in the fourth quarter of 2023. In the period of 2024 - 2025, continue to implement the emulation movement according to the launched content; organize a summary of the emulation movement in the fourth quarter of 2025.

Through the emulation movement to promote and encourage the creativity of organizations and individuals, thereby proposing solutions to overcome difficulties to speed up the progress and complete the focus works and projects of the province and strives to, by 2025, basically form a digital government, a digital economy and a digital society in the province. In which, basic government activities take place in cyberspace; complete the digital data platform; manage and ensure security and safety of transactions in cyberspace.

The emulation movement also aims to promote the power of the whole political system in propagating and raising awareness about the mission, necessity, and urgency of digital transformation in society and synchronous action in different areas, with the participation of the entire people, to successfully implement the provincial and national digital transformation program.

9 groups of digital transformation emulation content

Provincial People's Committee requested to focus on 9 groups of content emulation of digital transformation in the period of 2022-2025.

Firstly, strengthen the leadership of party committees and authorities at all levels, bring into play the role of the Fatherland Front and socio-political organizations in digital transformation; raising awareness of the need and urgency of digital transformation, linking the propaganda of digital transformation goals and tasks with resolutions, goals and tasks of socio-economic development, ensuring national defense - security of agencies, units and localities.

Second, to develop programs and plans and accelerate the process of digital transformation in each sector, field, agency, unit, and locality; proactively review, advise on, amend and develop the province's mechanisms and policies to create a favorable legal environment for digital transformation, promote digital government, encourage businesses to participate in the digital economy, develop digital society development.
Third, actively foster knowledge and skills in digital technology and digital transformation for the contingent of cadres, civil servants, public employees and employees; especially key leaders at all levels, people and businesses; focus on training to improve the quality of information technology staffs, attracting high-quality information technology human resources to participate in the digital transformation process of the province.

Fourth, prioritize ensuring resources to carry out digital transformation activities.

Fifth, increase investment, develop digital infrastructure and digital platforms, be ready to test new solutions and technologies to meet requirements and accelerate the digital transformation process.

Sixth, promote research and cooperation with technology enterprises to form business models, produce new products and services, gradually apply digital technology, especially blockchain technology, artificial intelligence, big data and etc. in the province's economic development and management organization.

Seventh, actively building and creating open data to serve people and businesses to exploit, access, use, contribute to publicity, transparency, prevention of negativity and corruption, and promote socio-economic development of the province.

Eighthly, strengthen the assurance of information security and data safety, effectively prevent sabotage activities, penetrate into the management system, administer e-government, promptly warn as well as handle the incidents occurred in the province.

Ninth, focusing on prioritizing and promoting emulation of digital transformation in a number of fields: population, resources, education and training, healthcare, finance - banking, public services, agriculture, transportation, energy, industrial production.

The Provincial People's Committee requires the emulation movement to be deployed extensively, synchronously, throughout from the province to the grassroots with rich, practical and effective contents and forms.

Agencies, units, localities, organizations and enterprises must consider the implementation of the emulation movement as an important task, always going hand in hand in directing and administering the unit's activities, taking the initiative in building programs and plans to accelerate the progress of digital transformation by industry, field, agency, unit and locality. The review, selection and reward proposal must be done from the grassroots level and ensure democracy, publicity, transparency and timeliness.
