Continue to develop the national innovation system
The Ministry of Science and Technology will carry out activities to further develop the national innovation system; research and propose a pilot mechanism to develop S&T enterprises at research institutes and universities according to the spin-off business model.

According to the Ministry of Science and Technology, the tasks in the Government's Resolution No. 01/NQ-CP 2023 have been concretized by the Ministry of Science and Technology into 9 main groups of tasks and solutions with 97 specific tasks assigned to the leaders of the Ministry, departments and units directly under the Ministry.

This includes continuing to improve the legal corridor to create a favorable environment for science and technology development and innovation. Specifically, the Ministry of Science and Technology proposed to develop a Law amending and supplementing a number of articles of the Law on Science and Technology; Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; Law amending and supplementing a number of articles of the Law on Product and Goods Quality for inclusion in the Law and Ordinance Development Program. Completing, amending and supplementing policies on finance, investment, science and technology to promote the development of science, technology and innovation, bringing into full play the efficiency, potential and advantages of each regional and inter-regional locality.

Besides, the Ministry of Science and Technology continues to promote administrative reform in association with building e-Government and digital government; improve the business environment, enhance the national competitiveness. In particular, strongly develop science and technology and innovate to serve the restructuring of the economy in association with innovating the growth model, improving productivity, quality, efficiency, autonomy and competitiveness independence, autonomy, adaptability and resilience of the economy.

To carry out this task, the science and technology sector will improve the potential of science and technology, focusing on implementing research and development directions of new technologies, especially key technologies of the fourth industrial revolution, creating a foundation for development. Digital economy and digital society.

At the same time, effectively implement national-level S&T programs/projects for the period of 2021-2025 and 2021-2030 in the direction of business-centricity, serving practical socio-economic development goals. Encourage enterprises to invest in research and development of science and technology, especially the capacity to absorb technologies to participate effectively in the global value chain.

Continue to develop the national innovation system; research and propose a pilot mechanism to develop S&T enterprises at research institutes and universities according to the spin-off business model. Strengthening linkages and cooperation among universities and research institutes with industry and enterprises to promote commercialization of research results in production and business practice. Continue to build a mechanism to prioritize scientists, especially talented scientists, in accordance with the rules of the labor market.
