Ho Chi Minh City: It is necessary to develop specific policies to socialize resources for S&T development
According to Deputy Minister of Science and Technology Le Xuan Dinh, Ho Chi Minh City needs to develop specific policies to socialize investment resources for science and technology, as well as improve living standards for scientists.

On February 16, Ho Chi Minh City Party Committee held a conference to review 10 years of implementing Resolution No.20 of the Central Committee on the development of science and technology to serve the country's industrialization and modernization.

Speaking at the conference, Deputy Minister of Science and Technology Le Xuan Dinh said that in the past time, the Ministry of Science and Technology has coordinated with agencies to develop better policies for scientists, such as Circular No. 30/2023/TT-BT on using the state budget to perform S&T tasks, the norm of remuneration for the project leader increases from 26 to a maximum of 40 million VND/month, researchers increased from about 8 to 16 million, research assistants saving about 6 to 8 million VND.

However, according to the Deputy Minister, this increase in remuneration for research assistants is still not enough for the average living standard in HCMC. Therefore, Mr. Dinh wishes that, in addition to the general regulations, Ho Chi Minh City needs to develop specific policies to help scientists have a better life.

The city has strongly applied science and technology in different fields, serving socio-economic development. The rate of innovation in technology and equipment of the City is continuously increasing. This rate in the period of 2016-2020 is 18.85% per year (in the period before 2016 it was 15% per year), the social labor productivity of the city is 2.7 times higher than the whole country. Particularly, the labor productivity of enterprises with high science and technology content in key industries and services is 1.57 times higher than the social labor productivity of the city.

Total revenue of goods and products from scientific research results reaches more than 2,000 billion VND/year. Total factor productivity index (TFP) has always been at a high level, reaching an average of 35.62%, of which the contribution of science and technology to TFP growth is 74%.

The city has more than 144,000 intellectual property applications, including more than 2,500 inventions (the whole country has over 4,000 patents). Human resources for science and technology activities in the city reached more than 21,200 people (about 60,000 people nationwide) - including 188 professors, 1,116 associate professors out of a total of more than 6,800 doctors. The rate of science and technology tasks applied in practice reached 98.8%, an increase of 2.5 times compared to the previous period.

In the coming time, Ho Chi Minh City will focus on renovating the system of science and technology organizations, strengthening links between science and technology organizations and enterprises in performing the tasks of applied research, technological innovation, and human resource training.

In addition, the City also set a number of goals, such as the digital economy contributes about 40% of the GRDP; by 2030, there will be 5 S&T organizations ranked in the region and the world; 40% of enterprises have innovative activities; the proportion of technology transactions from research institutes and universities reached over 40% of the total technology transactions of domestic origin.
