Within the framework of this workshop, delegates had access to the following contents: Decree No. 13/2019/ND-CP dated February 1, 2019 on S&T enterprises; Guidance on conditions, procedures and application for the Certificate of Science and Technology Enterprise; Circular No. 10/2021/TT-BKHCN dated November 17, 2021 of the Ministry of Science and Technology stipulating measures to implement a number of articles of Decree 13/2019/ND-CP; Guiding measures to approach preferential policies and support when establishing S&T enterprises; Guidance on tax exemption and reduction of corporate income tax for S&T enterprises according to Circular No. 03/2021/TT-BTC dated January 11, 2021 of the Ministry of Finance; Guiding the conditions, procedures and dossiers for establishment and use of the enterprise's Science and Technology Development Fund according to the provisions of the Minister's Circular No. 05/2022/TT-BKHCN dated May 31, 2022 Science and technology; Guidance on tax obligations when enterprises set up and use their science and technology development funds according to the provisions of Circular No. 67/2022/TT-BTC dated November 7, 2022 of the Minister of Finance; Signing the cooperation program between the Department of Science and Technology of Can Tho City and the Tax Department of Can Tho City to support science and technology enterprises and enterprises to establish the Science and Technology Development Fund. Speaking at the workshop, Mr. Ngo Anh Tin - Director of Can Tho City Department of Science and Technology said, the Government's Strategy for Science, Technology and Innovation Development to 2030 has identified science, technology and innovation as playing an important role in socio-economic development, turning our country into a modern industrialized country. In order to implement the above guidelines and policies, it is necessary to attach importance to supporting businesses, especially supporting enterprises to apply scientific and technological advances to production and business. This is a key task to create motivation for enterprises to develop production, improve productivity, quality and competitiveness of the economy.

In recent years, science and technology has always been considered to play an important role in the socio-economic development of Can Tho City. Therefore, many contents related to the activities of connecting S&T with the business sector and developing S&T enterprises have been implemented. Up to now, in the city, there are 08 enterprises granted certificates and 03 enterprises have established the Science and Technology Development Fund. Meanwhile, according to the data to March 2023 (according to the data of the Department of Planning and Investment), there are about 10,432 enterprises, of which, industrial production enterprises are 1,037 enterprises. Therefore, the number of potential enterprises to develop into S&T enterprises is still very large.

The conference is an opportunity for experts to share experiences in setting up S&T enterprises and the Science and Technology Development Fund of enterprises. Thence, helping S&T enterprises in the city to access support policies, criteria for setting up S&T enterprises as well as learn the procedures for setting up S&T enterprises, helping enterprises to have a specific view, encouraging enterprises to establish science and technology enterprises and boldly apply scientific and technical advances in production and business, contributing to increasing competitiveness in the market.
