Improving the quality of human resources in science and technology
The Ministry of Science and Technology proposed the National Fund for Science and Technology Development to research and orient funding and support programs to strongly promote excellent research groups and develop high level human resources for science and technology research, especially the young force.

According to Assoc. Dr. Nguyen Thu Thuy, Director of the Higher Education Department (Ministry of Education and Training), Vietnam's population has low access to higher education, and graduate training has not been paid much attention. Meanwhile, the requirement for postgraduate training is very important for the field of science and technology. Although the scale of human resource training for high-tech development at all levels has increased over the years, the number of new enrollments has decreased.
Especially the group of Mathematics, Natural Sciences, and Life Sciences are less attractive to learners. Basic science sub-disciplines have a high number of international publications, but the training scale of these majors is not similar. This fact poses a requirement to both improve the quality and increase the number of university access to majors serving the development of science and technology at all levels.
Analysis of data over the last 10 years shows that the proportion of international publications of higher education institutions has increased rapidly in number, especially in the last 3 years, the number of international publications of higher education institutions has increased rapidly. Higher education accounts for 90% of the country's total. However, compared with some countries in the region, the number of publications in our country is still low; The number of inventions and utility solutions of universities has increased but is still modest.
In order to promote higher education resources for high-tech development, Associate Professor, Dr. Nguyen Thu Thuy proposed many solutions to promote training as well as attract science and technology human resources. In which, ministries and branches review, amend and supplement regulations on research funding for training and research schools in service of high-tech development; research funding for the university to cooperate in research with higher education institutions and foreign organizations. Along with that, prioritizing the development of strong research groups, excellent training and research centers; have policies to promote resources from enterprises; Attract scientists to higher education institutions and etc.
Sharing about the research situation at the unit, Assoc. Dr. Mai Thanh Phong, Rector of University of Science and Technology, Vietnam National University in Ho Chi Minh City said that the number of international publications of the university has increased rapidly in the last 5 years, with a growth rate of 30% per year. The school actively participates in the implementation of key science and technology programs of the country and the City; promote the development of research groups, especially interdisciplinary research groups.
According to Minister of Science and Technology Huynh Thanh Dat, the Ministry will continue to improve mechanisms and policies, encourage and create a favorable environment for scientists at higher education institutions to maximize their research capacity. Higher education institutions also need to give appropriate priority to investment in improving the quality of undergraduate and graduate training, and developing high-level scientific and technological human resources.
From practical requirements, the Minister of Science and Technology proposed the National Fund for Science and Technology Development to research and orient funding and support programs to strongly promote excellent research groups and develop highly qualified scientific and technological research human resources, especially the young ones.
In particular, the units need to research and coordinate with relevant agencies to create a suitablly financial management mechanism to the characteristics of scientific research activities, according to international practices, with the orientation to accept the delay, risks in scientific research; gradually shift from pre-inspection to post-inspection, promoting contract spending in scientific research funding.
