Planning the network of public science and technology organizations in an open and flexible direction
The content of the master plan closely follows the criteria and requirements on consolidating and arranging public science and technology (S&T) organizations; goals, planning orientations have been determined according to the priority orientations for development of national science and technology, branches, fields and trends in science, technology and innovation development, economic and social development.

At the meeting of the Council to appraise the planning of the network of public S&T organizations for the period of 2021-2030, with a vision to 2050 (Planning) held by the Ministry of Science and Technology in the afternoon of May 22, 2023, Council members and attendees highly appreciated the drafting committee's investment in the development of the Master Plan, and proposed many contents to complete the Master Plan.

The meeting was chaired by comrade Huynh Thanh Dat - Member of the Party Central Committee, Minister of Science and Technology, Chairman of the Appraisal Council. Attending the meeting, there were Mr. Tran Van Tung - Standing Deputy Minister of Science and Technology, Council member; Council members; scientists; leaders of a number of units under the Ministry.

The Appraisal Council listened to the representative of the Department of Organization and Personnel (Ministry of Science and Technology) - the planning organization to report a summary of the planning contents; representative of the Department of Technology Appraisal and Assessment (Ministry of Science and Technology) - Standing agency of the Appraisal Council reported an opinion summary of members of the Appraisal Council on the Planning; critical opinions of experts and opinions of representatives of a number of ministries and branches.

Accordingly, the Planning has been implemented in accordance with the provisions of the law on planning. The unit assigned the task of planning and relevant agencies and organizations have made efforts and closely coordinated in the process of researching and proposing planning contents.

The content of the master plan closely adheres to the targets and requirements on consolidating and arranging public S&T organizations in the spirit of Resolution No.19-NQ/TW dated October 25, 2017 on innovation and improving operational efficiency of public non-business units; planning objectives and orientations have been determined according to the priority directions for the development of national science and technology, sectors and fields, trends in the development of science, technology and innovation, and socio-economic development.

Concluding speech at the meeting, Minister of Science and Technology Huynh Thanh Dat, Chairman of the Council emphasized, in order to soon complete the content of the Master Plan and submit it to the Prime Minister for approval, the Ministry of Science and Technology will accept and complete the dossier of the master plan according to appraisal opinions of ministries and branches, opinions of experts and conclusions of the Appraisal Council.
