40-50 public science and technology organizations ranked regionally and globally by 2030
Planning for the network of public science and technology organizations for the period of 2021-2030, vision to 2050 (issued together with Decision No. 229/QD-TTg dated March 13, 2024 of the Prime Minister Government) sets a goal that by 2030, 40-50 public science and technology organizations will be ranked in the region and the world.

The plan identifies and enhances the research capacity of science and technology organizations towards international standards. In 2025, there will be about 25-30 public science and technology organizations ranked in the region and the world; By 2030, there will be about 40-50 public science and technology organizations ranked in the region and the world.

Form a system of innovation centers and public innovation start-up centers in provinces and centrally run cities to promote innovation in localities. By 2025, establish innovation centers and innovative startups in 3 regions: North, Central, and South; strive for 40% of localities to form public science and technology organizations with the function of innovation and innovative start-ups by consolidating the organization of public science and technology organizations and public service units in the locality. By 2030, 100% of localities will form public S&T organizations with the function of innovation and innovative start-ups by consolidating the organization of public S&T organizations and public service units in the locality.

The plan also identifies and researches the establishment of modern science and technology integration centers, reaching an advanced level, initially established in Hanoi and Ho Chi Minh City, and gradually expanded to important socio-economic regions.

Regarding human resources, the Plan sets a target that by 2025, human resources for scientific research and technological development (full-time conversion) will reach 10 people per 10,000 people, and by 2030, 12 people per 10,000 people.

To achieve the set goals, the Public Science and Technology Organization Network Planning for the period of 2021-2030, with a vision to 2050, provides key groups of solutions, such as mechanisms and policies; develop science and technology human resources; enhance facilities; solutions on science and technology; association, cooperation and development; education, propaganda, and etc.
