Regulations on shared database promote the digital government
The Ministry of Information and Communications is drafting a Decree regulating shared databases. The draft is being posted on the Ministry's e-portal to collect public comments from people and businesses.
The draft Decree on shared databases was developed to detail the construction, updating, maintenance, exploitation and use of national databases, and regulations on database sharing among state agencies.
Currently, although there have been certain efforts in building a national database, many limitations and challenges still exist, including delays in implementation, lack of synchronization and consistency in the deployment model, as well as difficulties in sharing and connecting data.
Perspectives on developing the Decree
The draft Decree is built based on a number of viewpoints, specifically including: Ensuring compatibility and consistency with the Constitution and relevant legal regulations, creating a comprehensive legal framework for databases Shared; Inheriting issued regulations, ensuring legal regulations are consistent and successive; Comply with international treaties to which Vietnam is a member.
The draft Decree includes 6 chapters with 37 articles, detailing regulations on building, updating, maintaining and using the national database; connect and share data; as well as open data regulations.
The decree when issued will contribute to promoting the management, exploitation, use, sharing of national data, creating conditions for the development of e-government and digital government.
