Mr. Nguyen Ngoc He, Vice Chairman of Can Tho People's Committee, shared that the city is focusing on institutionalizing the Central Government's resolutions on science and technology, promoting infrastructure investment, digital transformation, training high-quality human resources, and improving technology application capacity through linkages with localities, the Ministry of Science and Technology, and businesses. Can Tho aims to become the leading center in the Mekong Delta region in this field.

Hanoi stressed the importance of closer cooperation between the two cities to share experiences, promote innovative solutions, apply technology in urban management and solve common social problems. At the same time, delegates mentioned the need for stronger policies to encourage scientists and businesses to develop truly valuable products. Meanwhile, Prof. Dr. Nguyen Thanh Phuong said that the commercialization of science and technology products, such as intellectual property still has many obstacles. It is necessary to build key programs that are close to reality and have a reasonable funding mechanism to encourage creative research, avoiding the situation where topics after acceptance are not strongly exploited for application.

The parties also shared experiences in managing and developing science and technology policies, in which Can Tho has issued policies to attract scientists from localities, and organized creative movements to encourage students and workers to participate in research and technological innovation. The discussions mentioned improving the legal framework on intellectual property, simplifying procedures, increasing financial support, training in new technology sectors, such as AI, robotics, biology, blockchain to create a creative environment, promote research applied to practice, from agriculture, healthcare to urban management, contributing to improving the capacity and socio-economic growth of each city.
