Can Tho implements Resolution on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation development
On March 18, 2025, Can Tho City issued Official Dispatch No. 1207/UBND-KGVX to implement Resolution No. 193/2025/QH15 of the National Assembly on breakthrough mechanisms and policies to promote the development of science, technology, innovation and national digital transformation.

This Resolution applies to domestic and foreign organizations and individuals participating in science and technology activities in Vietnam to facilitate cooperation, promote innovation and sustainable development in this field. Previously, the Department of Science and Technology of Can Tho submitted relevant contents to the City People's Committee to build a suitable legal corridor.

According to the resolution, public science and technology organizations and public higher education institutions are allowed to establish or participate in establishing enterprises to commercialize research results. Management officials can contribute capital and operate enterprises with the permission of the leaders. Organizations and individuals engaged in science and technology activities are exempted from civil liability for causing damage to the State, as long as they comply with the correct procedures. The state budget prioritizes funding for science and technology tasks through development funds, such as the National Science and Technology Development Fund, along with funds of ministries, branches, and localities, with periodic evaluation of operational efficiency.

The Resolution also clearly stipulates intellectual property, allowing organizations in charge of the task of using non-consumable State assets for research and registering intellectual property rights according to the law. Research results belong to the organization, without the need for authorization procedures, in order to promote creativity, innovation and commercialization of scientific works.

The defense and security sector does not apply, except for organizations under the Ministry of Defense, the Ministry of Public Security or organizations with foreign elements. In case of necessity, the State can withdraw the results to serve the community, prevent epidemics, protect health, nutrition or other urgent needs. The assets arising will be managed, used, sold or transferred according to regulations, but must ensure savings, efficiency and close supervision.
