Capital floor for startups

The capital floor will create conditions for investors to invest transparently, thereby allowing startups to have transparent and legitimate sources of capital.

On May 9, 2025, Deputy Minister of Science and Technology Hoang Minh had a working session with Department of Science and Technology of Ho Chi Minh City and the Saigon Innovation Hub.

At the meeting, Deputy Minister Hoang Minh discussed with Mr. Lam Dinh Thang - Director of the Department of Science and Technology of Ho Chi Minh City and the Board of Directors of the Ho Chi Minh City Center for Creative Entrepreneurship about the mechanisms and policies to support innovative startups, the operating model of the Ho Chi Minh City Innovation Startup Center, in order to promote innovative startups in the City, creating a premise for the sustainable development of the startup and innovation ecosystem.

Deputy Minister Hoang Minh suggested that Ho Chi Minh City Innovation Startup Center study and propose investment solutions or capital calling models for innovative startups. According to Deputy Minister Hoang Minh, applying policies for manufacturing enterprises (small and medium enterprises) to startups is inappropriate, there must be separate policies for startup groups. Because no one starts a business and goes straight into production, and startups have nothing to mortgage, so banks do not lend. Therefore, Deputy Minister Hoang Minh affirmed that in addition to startups, there must be a capital floor - with clear criteria and different from the stock exchange, to create conditions for investors to invest transparently, from which startups have a transparent and legitimate source of capital.

Deputy Minister Hoang Minh hopes that the Ho Chi Minh City Innovation Startup Center will develop a team of experts and consultants to screen and search for startup projects. In addition, the Ho Chi Minh City Innovation Startup also needs to connect with domestic and foreign investment funds, have connections with international organizations as well as other startup centers, and strive to have enough criteria and conditions to become a national and regional startup center in Ho Chi Minh City.
