Recognition of research results not using state budget
Mr. Tran Xuan Dich emphasized that a workshop was organized to guide organizations and individuals to invest in research and technology development without using the state budget in the implementation of the dossier for recognition of scientific research results.

This helps enterprises not only enjoy incentives from the State when establishing technology enterprises but also creates conditions for confirming and commercializing research results, thereby increasing the value of intellectual property, promoting cooperation and mobilizing capital from other sources.
In their presentations at the workshop, the speakers focused on analyzing the opportunities and challenges of innovative startups in the new context, based on important laws and resolutions of the Party and Government, such as the revised Law on Science, Technology and Innovation, Resolutions No. 57, 59, 66, 68 for 2024-2025. These policies consider science and technology, innovation, and digital transformation as the driving force for developing a modern economy, enhancing national competitiveness and promoting global integration, opening up a clear legal framework for recognizing self-invested and self-funded research results.
To recognize research results, the registration dossier consists of 5 main documents (application, ownership commitment, technical description, registration evidence, supplementary documents) which will be presented in paper and electronic copies. The right to register is extended to individuals, groups, and legal organizations operating in Vietnam through a process that does not use the state budget. The competent authority for recognition is the Ministry or the Provincial People's Committee, depending on the field and place of transfer and application of research results.
