Developing a Socio-Economic Analysis and Monitoring Toolkit for Can Tho City Governance
On the afternoon of April 15, 2026, the Department of Science and Technology of Can Tho City convened a council to select organizations and individuals to carry out the city-level science and technology project titled “Developing a Socio-Economic Analysis and Monitoring Toolkit for Can Tho City Governance.” The project is led by Assoc. Prof. Dr. Vo Thanh Danh, with Can Tho University as the implementing institution.

The meeting was chaired by Dr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, alongside representatives from various departments, experts, and scientists specializing in technology, data, and innovation.

Building a Modern Data Platform and Analytical Tools

According to the project proposal, the initiative aims to establish a system of tools for analyzing, monitoring, and forecasting socio-economic trends to support the city’s leadership in evidence-based, timely, and data-driven decision-making.

Key components of the project include:

  • Developing templates for socio-economic databases
  • Creating automated analytical tools (R – Rmarkdown, Tableau)
  • Assessing current socio-economic conditions and development trends
  • Analyzing growth drivers and labor/employment shifts
  • Evaluating competitive advantages of key industries and products
  • Benchmarking Can Tho’s competitive strengths against other Mekong Delta provinces
  • Studying the role and spillover effects of major industries
  • Proposing strategies, tasks, and policies for socio-economic development
  • Designing tools for data visualization and forecasting to aid governance

Towards Data-Driven Governance

The project adopts a modern approach, combining quantitative analysis with advanced data processing technologies. It is expected to provide decision-making tools based on evidence, enhancing transparency, accuracy, and real-time updates—critical for flexible governance in the digital transformation era.

Expected Impact on Governance Efficiency

During the meeting, council members discussed the feasibility of the toolkit. Several emphasized the need to clarify mechanisms for data collection, standardization, and sharing across departments, ensuring interoperability, consistency, and data security. Attention was also drawn to system operability, user training, and scalability for future expansion.

In conclusion, the council assessed the project as aligned with current digital transformation requirements in public administration. The proposal was approved, with recommendations for the project team to incorporate feedback for refinement.

Successful implementation of the project is expected to lay the foundation for a modern data platform and analytical toolkit, significantly enhancing Can Tho City’s governance capacity, improving forecasting and policy planning, and driving sustainable, smart socio-economic development in the coming years.
