Training Conference on Intellectual Property Law Amendments and Support Policies in Can Tho
On the morning of April 17, 2026, the Department of Science and Technology of Can Tho City, in collaboration with the Intellectual Property Office of Vietnam, organized a “Training Conference on the Implementation of Amendments to the Intellectual Property Law and Policies Supporting Intellectual Property Development.”

The conference aimed to disseminate and promote the amended Intellectual Property Law, along with detailed regulations and implementation guidelines, while raising awareness of the law and the responsibilities of organizations and individuals in the city.

Attending the event were Mr. Ngo Anh Tin – Director of the Department of Science and Technology of Can Tho City; Mr. Pham Truong Giang – Deputy Director of the Department; Mr. Nguyen Van Bay – Deputy Director General of the Intellectual Property Office; as well as representatives from various agencies, enterprises, organizations, and individuals.

Overview of the Conference

Strengthening the Legal Framework, Driving Innovation

In his opening remarks, Mr. Ngo Anh Tin highlighted that on December 10, 2025, the National Assembly passed Law No. 131/2025/QH15 amending and supplementing several provisions of the Intellectual Property Law, which officially took effect on April 1, 2026. He emphasized that this marked a significant step in perfecting the legal system, meeting the demands of the digital economy and international integration.

The amended law not only institutionalizes major policies of the Party and State—such as the socio-economic development strategy for 2021–2030, resolutions on science, technology, innovation, and digital transformation—but also ensures consistency with related laws and compliance with international commitments. This creates a more complete legal framework for intellectual property, facilitating creativity, registration, protection, and commercialization of IP assets, while enhancing state management and safeguarding the legitimate rights of organizations and individuals.

Supporting Intellectual Property Development Locally

In recent years, Can Tho City has actively implemented measures to build and develop intellectual property assets, thereby increasing product value and competitiveness. The Department of Science and Technology advised the People’s Committee to issue Resolution No. 36/2025/NQ-HĐND (December 31, 2025) on support levels for IP registration until 2030, and Decision No. 2724/QĐ-UBND (December 1, 2025) approving the city’s Intellectual Property Development Program to 2030. These policies provide financial support for IP registration both domestically and internationally, as well as funding for science and technology tasks.

As a result, the city has supported over 200 organizations and individuals in registering IP rights, and implemented more than 20 science and technology projects to build, manage, and develop brands—boosting innovation and digital transformation in enterprises.

Equipping Knowledge and Enhancing Enforcement Capacity

At the conference, Mr. Nguyen Van Bay presented the key updates in the amended law, guided participants on practical application, and addressed questions related to IP registration, protection, and exploitation. The training content was closely tied to real-world practices, enabling organizations and individuals to apply the law effectively in production, business, and management.

Promoting IP Utilization as a Growth Driver

The event also provided a platform for participants to exchange experiences and propose solutions to improve IP development at the local level. Through this program, stakeholders were updated on new regulations and support policies, contributing to innovation, competitiveness, and sustainable growth.

With these initiatives, Can Tho continues to affirm its pioneering role in developing an intellectual property ecosystem, laying a crucial foundation for socio-economic development in the context of integration and digital transformation.
