Training Conference on Radiation Safety and Nuclear Energy Regulations Held in Can Tho
On April 15, 2026, the Department of Science and Technology of Can Tho City, in collaboration with the Vietnam Agency for Radiation and Nuclear Safety, organized a conference and training session on radiation safety regulations, specialized inspections, and administrative violation handling in the field of nuclear energy. The event took place at TTC Hotel (02 Hai Ba Trung, Ninh Kieu District, Can Tho).

The conference was attended by Mr. Pham Truong Giang – Deputy Director of the Can Tho Department of Science and Technology; Mr. Vu Duc Giang from the Licensing Division of the Agency for Radiation and Nuclear Safety; Mr. Duong Hong Nhat from the Nuclear Security, Safeguards, and Incident Response Division; Ms. Nguyen Thi Cam Nhung, Inspector of the Agency for Radiation and Nuclear Safety, along with representatives from relevant departments, organizations, and enterprises.

Overview of the Conference

Updating Regulations, Raising Awareness and Compliance

In his opening remarks, Mr. Pham Truong Giang emphasized that nuclear energy is a vital sector contributing significantly to socio-economic development. Its applications in healthcare, industry, agriculture, and environmental protection have brought practical benefits, especially in safeguarding public health.

Currently, Can Tho has nearly 200 radiation facilities in operation, mainly in healthcare and industry. This growth requires stronger state management, particularly in ensuring radiation safety, source security, and compliance with legal regulations. He highlighted that recent updates to the legal framework have tightened inspection, supervision, and enforcement, making this training conference crucial for timely updates and improved implementation capacity.

Implementation of New Legal Framework

During the conference, participants were introduced to key legal documents, including:

  • Decree No. 332/2025/ND-CP (December 18, 2025) detailing implementation of the Atomic Energy Law on radiation safety, nuclear security, inspections, licensing, incident response, and nuclear compensation.
  • Circular No. 59/2025/TT-BKHCN (December 31, 2025) on radiation safety and incident response.
  • Decree No. 217/2025/ND-CP (August 5, 2025) on specialized inspections.
  • Decree No. 71/2026/ND-CP (March 9, 2026) on administrative penalties in the nuclear energy sector.

The training combined legal updates with practical case studies, helping organizations improve risk identification and compliance with professional procedures.

Strengthening Management and Sustainable Development

The conference provided agencies, units, and enterprises with enhanced legal knowledge and practical skills for radiation safety management. It also fostered cooperation between state regulators and radiation facilities, aiming to build a safe, law-abiding working environment.

Ultimately, the event contributed to strengthening state management effectiveness, protecting public health, and promoting the sustainable application of nuclear energy for socio-economic development in Can Tho.
