Training conference on the implementation of the Law amending and supplementing a number of articles of the Law on Intellectual Property and policies supporting the development of intellectual property
On the morning of April 17, 2026, the Department of Science and Technology of Can Tho City, in coordination with the Intellectual Property Office, organized a "Training Conference on the Implementation of the Law amending and supplementing a number of articles of the Intellectual Property Law and policies supporting the development of intellectual property assets".

The conference was organized to disseminate and publicize the Law amending and supplementing certain articles of the Intellectual Property Law and the detailed regulations and guidelines for its implementation, as well as to raise awareness of the Law and the responsibilities of organizations and individuals in the city.

Attending the conference were Mr. Ngo Anh Tin – Director of the Department of Science and Technology of Can Tho City; Mr. Pham Truong Giang – Deputy Director of the Department of Science and Technology of Can Tho City; Mr. Nguyen Van Bay – Deputy Director of the Intellectual Property Office, along with representatives from relevant departments, agencies, businesses, organizations, and individuals.

Mr. Ngo Anh Tin – Director of the Department of Science and Technology of Can Tho City, delivered the opening speech at the conference.

The legal framework and promote the innovation ecosystem.

In his opening remarks, Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, stated that on December 10, 2025, the National Assembly passed Law No. 131/2025/QH15 amending and supplementing several articles of the Law on Intellectual Property, which officially came into effect on April 1, 2026. This is an important step in perfecting the legal system, contributing to meeting the development requirements of the digital economy and international integration.

The amended law not only institutionalizes the major policies and guidelines of the Party and State, such as the socio-economic development strategy for the period 2021–2030 and resolutions on the development of science, technology, innovation, and digital transformation, but also ensures consistency with related laws and compliance with international commitments.

Accordingly, the legal framework for intellectual property is being increasingly perfected, creating favorable conditions for creative activities, registration for protection and exploitation of intellectual property assets, while enhancing the effectiveness of state management and protecting the legitimate rights and interests of organizations and individuals.

Strengthening support for the development of intellectual property at the local level.

In recent years, Can Tho City has actively implemented many solutions to build and develop intellectual property, contributing to enhancing the value of products and goods and the competitiveness of the locality. Accordingly, the Department of Science and Technology of Can Tho City proactively advised the City People's Committee on Resolution No. 36/2025/NQ-HĐND dated December 31, 2025, of the City People's Council stipulating the level of support for intellectual property protection registration until 2030 in Can Tho City, and Decision No. 2724/QĐ-UBND dated December 1, 2025, of the City People's Committee on approving the Program for the Development of Intellectual Property in Can Tho City until 2030, supporting organizations and individuals with the costs of registering intellectual property protection domestically and internationally, and supporting the implementation of science and technology tasks.

Through these policies, the city has supported more than 200 organizations and individuals in registering intellectual property protection domestically and internationally; implemented more than 20 science and technology projects serving brand building, management, and development, contributing to promoting innovation and digital transformation in businesses.

Equipping with knowledge and enhancing implementation capabilities.

At the conference, Mr. Nguyen Van Bay, Deputy Director of the Intellectual Property Office, directly presented and introduced the new points of the Law; guided the application of regulations in practice; and answered many questions related to the registration, protection, and exploitation of intellectual property.  The training content was designed to be practical, helping individuals and organizations easily access and apply it to their production, business, and management activities.

Enhancing the exploitation of intellectual property assets creates momentum for development.

The conference also provided an opportunity for delegates to exchange experiences and share best practices in the development and maintenance of intellectual property, thereby proposing solutions to improve the effectiveness of implementation at the local level.

Through this program, individuals and organizations are kept up-to-date with new regulations and understand the support policies of the science and technology sector, contributing to promoting innovation, enhancing competitiveness, and achieving sustainable development.

Through this, Can Tho City continues to affirm its pioneering role in developing the intellectual property ecosystem, creating an important foundation for socio-economic development in the context of integration and digital transformation.
