Spreading "Digital Literacy for the People" from the grassroots: Hoang Phu integrates digital transformation into every aspect of life.
By linking digital transformation with the "Digital Literacy Movement," Hoang Phu commune (Thanh Hoa province) is gradually popularizing digital skills among its people, while simultaneously modernizing management, developing the digital economy, and improving service quality. This systematic and synchronized approach from the grassroots level demonstrates clear effectiveness in building a digital government and a digital society.

In the process of implementing digital transformation at the local level, Hoang Phu commune has identified "Digital literacy for the people" as a crucial foundation for bringing technology closer to the people. Beyond mere propaganda, the locality has concretized this through practical activities, helping people gradually become familiar with, use, and effectively utilize digital platforms in their daily lives.

Administrative reform has been accelerated towards comprehensive digitalization, with 100% of administrative records and procedures digitized; all documents exchanged within the government system are conducted electronically. Officials and civil servants use digital signatures in handling work, contributing to increased transparency, shorter processing times, and reduced costs for citizens and businesses.

Infrastructure and systems serving the people have also been invested in comprehensively. The commune's Public Administrative Service Center is fully equipped with facilities and a private network connection, ensuring convenient conditions for both officials and citizens when carrying out procedures. Management and operational software is used regularly, helping to improve work efficiency and service quality.

Alongside building a digital government, Hoang Phu focuses on developing the digital economy in rural areas. People are encouraged to apply technological advancements in agricultural production, while also accessing digital platforms for sales management, cashless payments, electronic invoicing, and product promotion through social media and e-commerce platforms. As a result, many local agricultural products and OCOP (One Commune One Product) products have expanded their markets and increased their value.

 

 

 

In the social sector, digital platforms are increasingly being widely applied. The commune's information and communication system is implemented through fanpages and Zalo groups from the commune to the village level, helping to transmit information on administration, education, and healthcare quickly and promptly. The education sector uses electronic communication logs and online learning; primary healthcare implements electronic health records, and allows registration for medical examinations, treatment, and vaccinations on digital platforms.

Notably, "Digital Literacy for the People" activities are organized regularly in various flexible forms. Citizens are guided on installing and using essential applications such as electronic identification, online public services, and cashless payment for electricity and water. Through this, people gradually develop the habit of interacting with the government in the digital environment and improve digital skills within the community.

The implementation has shown clear effectiveness. In the first three months of 2026, the Commune Public Administrative Service Center received more than 2,000 online applications, most of which were processed on time and ahead of schedule, with no overdue applications. The entire processing process is publicly available on the administrative procedure information system, creating transparency and convenience for citizens to monitor.

Through a systematic approach that puts the people at the center, Hoang Phu is gradually building a digital society foundation right from the grassroots. This result not only contributes to improving the efficiency of management and administration but also affirms the practical role of "Digital literacy education for the people" in realizing the goal of comprehensive digital transformation.
