Vietnam and China expand cooperation in the field of digital technology
In the presence of General Secretary and President To Lam and General Secretary and President of China Xi Jinping, the Ministry of Science and Technology of Vietnam and the Ministry of Industry and Information Technology of China signed a Memorandum of Cooperation in the field of information technology and digital transformation.

During his state visit to China, on the morning of April 15th in Beijing, following talks, General Secretary and President To Lam and General Secretary and President of China Xi Jinping jointly witnessed the signing of several key cooperation documents between the two countries.

The documents include a Memorandum of Understanding on cooperation within the framework of the Global Security Initiative between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China.

Memorandum of Cooperation between Hanoi City, the capital of the Socialist Republic of Vietnam, and Beijing City, the capital of the People's Republic of China, for the period 2026-2030.

Protocol on the establishment, management and operation of a ministerial-level hotline between the Ministry of Public Security of the Socialist Republic of Vietnam and the Ministry of Public Security of the People's Republic of China.

Cooperation plan between the Communist Party of Vietnam, Socialist Republic of Vietnam, and the Communist Party of China, People's Republic of China, for the period 2026-2030.

 

Agreement on cooperation between the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the International Liaison Department of the Central Committee of the Communist Party of China.

Memorandum of Cooperation between the Central Organizing Committee of the Communist Party of Vietnam and the Central Organizing Committee of the Communist Party of China.

Memorandum of Understanding between the Ministry of Construction of the Socialist Republic of Vietnam and the National Development and Reform Commission of the People's Republic of China on implementing cooperation in railway training to enhance the capacity of Vietnam's railway workforce.

Memorandum of Understanding on Vocational Education Cooperation between the Ministry of Education and Training of the Socialist Republic of Vietnam and the Ministry of Education of the People's Republic of China.

Memorandum of Understanding on Cooperation in Information Technology and Digital Transformation between the Ministry of Science and Technology of the Socialist Republic of Vietnam and the Ministry of Industry and Information Technology of the People's Republic of China.

Memorandum of Cooperation between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the People's Republic of China on strengthening cooperation in the field of resolving civil and commercial disputes of border residents.

Certificate of handover of project results documents for the feasibility study report on the Lao Cai - Hanoi - Hai Phong railway line, a project aided by the Ministry of Construction of the Socialist Republic of Vietnam and the Ministry of Commerce of the People's Republic of China.

Agreement between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China on cooperation and mutual administrative assistance in customs matters.

Memorandum of Understanding on the Establishment of a Working Group for Negotiations to Promote the Construction of a Cross-Border Economic Cooperation Zone between the Ministry of Industry and Trade of the Socialist Republic of Vietnam and the Ministry of Commerce of the People's Republic of China.

Memorandum of Understanding on the Establishment of a Working Group on Production and Supply Chain Cooperation between the Ministry of Industry and Trade of the Socialist Republic of Vietnam and the Ministry of Commerce of the People's Republic of China.

Protocol on phytosanitary requirements for the export of pomelo and lemon between the Ministry of Agriculture and Environment of the Socialist Republic of Vietnam and the General Administration of Customs of the People's Republic of China.

Agreement to enhance cultural and artistic cooperation in 2026-2027 between Vietnam Television (VTV) and China Central Television.

Exchange of Letters concerning the Phase I Construction Project of the second campus of the Vietnam Academy of Traditional Medicine using non-refundable aid from the Government of China between the Ministry of Health of the Socialist Republic of Vietnam and the General Administration of International Cooperation and Development of China, People's Republic of China.

Over the years, Vietnam and China have engaged in substantive cooperation in various fields, especially in economics, trade, and investment, maintaining strong growth momentum and becoming a highlight in the relationship between the two countries.

For 10 consecutive years, Vietnam has maintained its position as China's largest trading partner in ASEAN, and for two consecutive years (2024, 2025) has been China's fourth largest trading partner globally. China has been Vietnam's largest trading partner for many years.

This visit is a very important opportunity to elevate strategic ties and establish a new level for relations between the two Parties and the two countries.

The top leaders of the two parties and two countries have identified new directions and breakthroughs in economic and trade cooperation, investment and tourism, supply chain and production chain cooperation, education and training, science and technology, and are striving to jointly realize the development goals and aspirations of each country.
