Singapore Leads the Way in Establishing Global Standards for Generative AI Testing
Singapore has proposed a groundbreaking international standard to evaluate generative artificial intelligence (AI) systems, aiming to strengthen trust and consistency in how these models are assessed. This marks the world’s first international standard dedicated to testing generative AI systems.
The new ISO/IEC 42119-8 standard focuses on performance evaluation methods and red-teaming approaches for generative AI, introducing standardized testing practices. By establishing a clear framework, the standard enhances reproducibility and comparability of results, fostering greater assurance and confidence in AI systems. It also enables developers and users to adopt AI more safely and reliably.
ISO/IEC 42119-8 builds on the achievements of Singapore’s Infocomm Media Development Authority (IMDA), which has developed domestic testing frameworks such as the AI Verify toolkit and the LLM Starter Kit for assessing safety and reliability of large language model applications. It also draws from Singapore’s contributions to emerging AI quality assurance initiatives, including the Global AI Quality Assurance Sandbox.

This effort is part of Singapore’s broader commitment to international AI standards, as seen in its national program to adopt and recognize ISO/IEC 42001, led by Enterprise Singapore (EnterpriseSG), and its contributions to ISO/IEC TR 24030, which documents practical AI use cases.
These initiatives lay the foundation for building and deploying AI systems that are trustworthy for both individuals and businesses. The proposal will be discussed at the 17th plenary meeting of ISO/IEC JTC 1/SC 42, the international subcommittee on AI, held in Singapore from April 20–24. Co-hosted by IMDA and EnterpriseSG, this marks the first time the plenary is organized in the ASEAN region. The event will bring together more than 35 national bodies and over 250 AI experts from around the world, including representatives from the United States, United Kingdom, China, Japan, Germany, France, and South Korea.
On the sidelines of the meeting, IMDA and EnterpriseSG are also launching a series of capacity-building initiatives. These include a Comprehensive Foundational Training Workshop in collaboration with the American National Standards Institute (ANSI) to strengthen AI standards expertise among ASEAN member states, a workshop on AI Standards and Policy, and the third ISO Global Workshop for national standards bodies and AI policymakers from 15 countries.
