The government requires that emulation movements develop extensively across all areas of social life, regions, and localities, focusing on the grassroots, paying attention to remote areas, border regions, and islands; and valuing direct laborers and frontline forces. Emulation must develop strongly among the people, reaching every agency, unit, collective, and individual, contributing positively to the successful implementation of socio-economic development tasks of ministries, sectors, localities, and the entire country.
The government has just issued a directive on launching emulation campaigns to successfully implement the annual socio-economic development tasks and the 5-year plan (2026-2030) in accordance with the Resolution of the 14th National Congress of the Communist Party of Vietnam.
Accordingly, the Directive requires ministries, sectors, and localities to continue to thoroughly understand, implement, publicize, and effectively organize the implementation of the Party's guidelines and policies, and the State's laws on emulation and commendation; Thoroughly grasping President Ho Chi Minh's patriotic emulation ideology and the Politburo's Directive on "Strengthening the Party's leadership over emulation and reward work in the new situation," creating a stronger transformation in awareness and thinking, and strengthening the leadership of Party committees and governments at all levels, emphasizing the role and responsibility of leaders and Emulation and Reward Councils at all levels, making emulation truly a conscious, responsible, and regular practice of each level, each sector, each unit, and each individual, creating a revolutionary action movement, strongly arousing patriotism, aspirations for development, solidarity, self-reliance, self-confidence, and national pride, creating momentum to contribute to the successful implementation of the Resolution of the 14th National Congress of the Party.

Organize practical and effective emulation movements, closely adhering to the orientations and directives of the Party and State, and the theme "Emulating innovation, creativity, and accelerating breakthroughs to bring the country into an era of powerful, civilized, and prosperous development" launched at the 11th National Emulation Congress. Thoroughly understand the guiding principles according to the Resolution of the 14th National Congress of the Party; focus on concretizing and effectively implementing the main development goals and targets for the 5 years from 2026 to 2030, the 12 national development orientations, 6 key tasks, and 3 strategic breakthroughs; resolutely strive to achieve double-digit growth, contributing to the successful realization of the overall goals: Maintaining a peaceful and stable environment; developing the country rapidly and sustainably and firmly protecting the Fatherland; comprehensively improving and enhancing the people's lives; achieving strategic self-reliance, self-strength, self-confidence, and strong progress in the new era of the nation. By 2030, Vietnam aims to become a developed country with modern industry and a high-middle income; realizing the vision of becoming a developed, high-income country by 2045 for a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily advancing towards socialism.
Continue to innovate the content and methods of organizing emulation movements, with rich and diverse forms, specific and practical content, closely adhering to assigned political tasks, focusing on emulation to implement strategic and key tasks of the Party, the State, and each ministry, sector, and locality, linked to specific goals, using results in serving the people as a measure.
The emulation movement focuses on efficiently operating the political system towards a streamlined, strong, effective, and efficient model; promoting innovation, developing science and technology, and digital and green transformation; building a comprehensive institutional framework for development, with a focus on the legal system, mechanisms, and policies to promptly and decisively address bottlenecks and obstacles; building a professional, honest, and modern administration; developing a healthy and efficient private economy; improving the quality of enterprises and national competitiveness; developing culture, education, health, and social welfare, and improving the quality of life for the people; strengthening national defense and security, maintaining political stability and social order; and promoting foreign affairs, proactively integrating into the international community, creating a peaceful environment and favorable conditions for national development.

Ministries, sectors, and localities should have specific plans to cultivate and develop new models and exemplary individuals each year and throughout the period, implemented from the grassroots level and in a synchronized manner across all four stages: identification - training - summarization - and promotion of advanced exemplary models. The responsibility of leaders should be emphasized in identifying, commending, and rewarding outstanding collectives, individuals, and households that have achieved exemplary results and have a positive and widespread impact on social life.
Continue to improve the quality of commendation work, ensuring timely and appropriate recognition for the right people, achievements, and accomplishments, with a motivating, educational, and exemplary effect. Strengthen commendation through proactively identifying outstanding collectives and individuals. Pay attention to commending grassroots units, small collectives, remote areas, border regions, islands, ethnic minority and mountainous areas; collectives and individuals directly involved in work, labor, combat, and special and secret missions; individuals with many innovative ideas, who dare to think, dare to act, dare to take responsibility for the common good, and bravely save people and property. Continue to implement administrative reforms in commendation work.
Enhance the role and responsibility of the Emulation and Commendation Council; innovate and improve the effectiveness of emulation clusters and groups. Promote the application of science, technology, and digital transformation in emulation and commendation work, ensuring transparency and reforming administrative procedures. Assign and train a team of civil servants working in emulation and commendation who possess strong moral character, firm political convictions, a firm grasp of the Party's guidelines and policies, and the State's laws and regulations; have knowledge and experience; and are committed to the masses and emulation movements. Simultaneously, continue to consolidate a stable, streamlined, and effective organizational structure and apparatus. This is a crucial factor determining the quality of advisory work and the effectiveness of organizing and implementing emulation movements and commendation work nationwide.
