National standards for electric motorcycle motors and batteries.
This standard applies to domestic manufacturing and assembly facilities; organizations and individuals importing electric motors/batteries; and organizations and individuals involved in the management, inspection, testing, certification of technical safety and environmental protection quality for electric motors/batteries.

The Ministry of Construction has just issued two new Circulars stipulating national technical standards for motors and batteries used in electric motorcycles and electric scooters. Accordingly, Circular 12/2026/TT-BXD promulgates the National Technical Standard on motors used in electric motorcycles and electric scooters (QCVN 30:2026/BXD) and Circular 13/2026/TT-BXD promulgates the National Technical Standard on batteries used in electric motorcycles and electric scooters (QCVN 31:2026/BXD).

These two regulations do not appear separately, but directly replace the corresponding contents in Circular 48/2024 promulgating national technical regulations on technical safety and environmental protection, energy consumption of motor vehicles; specialized vehicles; motor vehicle parts; and child safety equipment. Circular 12/2026 replaces Clause 19, Article 1 of Circular 48/2024; Circular 13/2026 replaces Clause 20, Article 1 of Circular 48/2024.

These regulations stipulate the technical requirements for new motors/batteries used in electric motorcycles and electric scooters during manufacturing, assembly, import, and as required by regulatory authorities. The regulations apply to domestic manufacturing and assembly facilities; organizations and individuals importing electric motors/batteries; and organizations and individuals involved in the management, inspection, testing, certification of technical safety and environmental protection for electric motors/batteries.

Electric motorcycle/scooter motor/battery types for which registration for inspection, testing, or certification was received before the effective date of these Circulars (October 9, 2026) shall continue to be inspected, tested, and certified according to the regulations in effect at the time of registration.

Test reports for electric motorcycle/electric scooter engines/batteries issued before October 9, 2026, and test reports for electric motorcycle/electric scooter engines/batteries issued according to regulations at the time of application submission are used to certify technical safety and environmental protection quality.
