When budget flows smoothly thanks to the spirit of "Digital Literacy for the People".
Over its 36-year journey of development, the State Treasury has made a rapid leap from manual processing to digital operation. Now, the State Treasury is not only a place for safeguarding budget funds but is also becoming a friendly "digital ecosystem" where every budget-using unit can easily master technology through the spirit of "digital literacy for the masses".

The transition from "Manual" to "Digital"

Looking back to the early days, treasury officials had to go directly to each production facility and collection point to concentrate resources for the state. Today, that image has been replaced by centralized, interconnected, and online information technology systems. The successful implementation of online public services since 2018 has created a turning point, bringing documents and records online and minimizing travel time and costs.

Notably, 2025 marks a significant milestone with the streamlining of the organizational structure, reducing the number of provincial treasuries from 63 to 20 regional treasuries. This reorganization not only helps concentrate resources but also facilitates the standardization of processes and improves service quality nationwide.

"Digital literacy for the masses": When technology is no longer a barrier.

In the phase towards a digital treasury by 2030, the State Treasury has determined that technology will only truly be effective when all beneficiaries know how to use it. Therefore, the spirit of "Digital literacy education for the masses" is spreading strongly throughout the entire system:

Simplifying the experience: The online public service system at dvc.vst.mof.gov.vn is continuously upgraded and improved with forms that are easy to understand and use. Even units in remote areas can conduct budget payment and disbursement transactions with just a few simple steps.

Digitizing records, eliminating procedural illiteracy: The acceleration of record digitization helps eliminate complex paperwork. Treasury officials act as "guides," providing hands-on training to budget-using units, helping them quickly adapt to electronic payment processes and centralized account models.

Connectivity and sharing: Instead of having to travel back and forth between agencies, the State Treasury's digital ecosystem allows data to be automatically interconnected. This is the most effective way to "democratize" technology, enabling users without deep technical knowledge to benefit from the system's transparency and security.

Driving force for a new phase of development

According to Deputy Minister of Finance Ta Anh Tuan, digital transformation and the improvement of institutional policies are the driving forces for the State Treasury to enhance its operational efficiency. The focus in 2026 will be on deploying the VDBAS system, aiming for a data-driven governance model and modern risk management.

The goal of building a digital treasury is not just about hardware or software development, but a comprehensive transformation in service delivery. Budgetary discipline is tightened through automated machine control, but the dedication and enthusiasm of the staff remain the core "brand."

The journey from manual processes to a digital treasury is a testament to the financial sector's unwavering commitment to innovation. With a spirit of "democratic education for the masses," the State Treasury is demonstrating that the most advanced technology is the technology that serves people in the simplest and most effective way, ensuring the smooth and secure flow of the national budget.
