The Ministry of Science and Technology (MST) is tasked with playing a core role in developing programs, perfecting mechanisms, and organizing the implementation of key tasks to create substantial changes in the field of biotechnology.

According to Directive No. 13/CT-TTg dated April 21, 2026, the Ministry of Science and Technology is assigned to lead the development and implementation of national science and technology programs on biotechnology, focusing on high technology, core technology, strategic technology, and key products as required by Resolution No. 57-NQ/TW. This is considered a key task, placing the Ministry of Science and Technology at the forefront of guiding, coordinating, and promoting the development of the biotechnology sector nationwide.
The directive also highlights the urgent need to address existing bottlenecks, such as slow implementation progress, insufficient policy mechanisms, scattered investment resources, fragmented links between research, application, and the market, and the lack of sufficiently capable biotechnology enterprises to lead the way. In this context, the role of the Ministry of Science and Technology is not only that of the program's lead agency but also that of a policy-making entity, promoting new pilot models and prioritizing research tasks with the potential for breakthroughs, aligned with market and business needs.
In addition, the Ministry of Science and Technology is also leading the completion of the national technical standards and regulations system for biotechnology products; strengthening the protection of intellectual property rights, developing intellectual property assets, and exploiting patent information to serve research and technological innovation.
