Can Tho Launches Online Contest “Understanding the Law 2026”
On April 15, 2026, the People’s Committee of Can Tho City issued Plan No. 171/KH-UBND to organize the online contest “Understanding the Law 2026.”

The contest aims to promote the application of information technology in legal dissemination and education, while strengthening communication and outreach to officials, civil servants, public employees, workers, students, trainees, and citizens across the city. It seeks to enhance legal knowledge, foster respect for the rule of law, and encourage the habit of living and working in accordance with the law.

Participants will answer multiple-choice questions directly on internet-connected devices by logging into https://pbgdpl.cantho.gov.vn (pbgdpl.cantho.gov.vn in Bing), clicking on the contest banner, and completing a randomly selected set of questions covering legal documents included in the competition. Detailed participation instructions are provided in the Contest Rules.

The contest will be held in two phases:

  • Phase 1: Focuses on laws passed by the 15th National Assembly at its 10th session and effective before July 1, 2026.
    • Scheduled from May 1 to May 30, 2026.
    • Topics include: the Law on Protection of State Secrets (2025), the Law on Vocational Education (2025), the Law on Higher Education (2025), amendments to the Law on Technology Transfer (2025), amendments to the Law on Intellectual Property (2025), the Law on Artificial Intelligence (2025), amendments to 15 laws in agriculture and environment (2025), and the Law on Judicial Expertise (2025).
  • Phase 2: Focuses on laws passed at the same session and effective from July 1, 2026.
    • Scheduled from September 1 to September 30, 2026.
    • Topics include: amendments to the Law on Judicial Records (2025), the Law on Cybersecurity (2025), the Law on Drug Prevention and Control (2025), the Law on Public Employees (2025), the Law on Personal Income Tax (2025), the Law on Thrift and Anti-Waste (2025), the Law on Press (2025), the Law on Construction (2025), the Law on Population (2025), the Law on Disease Prevention (2025), amendments to the Law on Anti-Corruption (2025), and amendments to the Laws on Citizen Reception, Complaints, and Denunciations (2025).

Awards will be presented to both collectives and individuals in each phase:

  • 1 First Prize, 2 Second Prizes, 3 Third Prizes, and 10 Consolation Prizes for collectives.
  • 1 First Prize, 2 Second Prizes, 3 Third Prizes, and 10 Consolation Prizes for individuals.

The Department of Justice has been assigned as the Standing Agency of the Organizing Committee, responsible for guiding and coordinating with relevant agencies and units to implement the contest.

This initiative is a practical activity by Can Tho City to celebrate Vietnam Law Day (November 9), contributing to building a society that lives and works under the rule of law. The online contest “Understanding the Law 2026” is not only a useful platform for officials, employees, workers, students, and citizens to improve their legal knowledge, but also a way to spread the spirit of respect for the law in social life. With its modern format, convenient access, and practical content, the contest is expected to attract wide participation, fostering positive changes in legal compliance and contributing to a more civilized, disciplined, and sustainable Can Tho.
