Connecting Vietnamese intellectuals in Europe to contribute breakthrough ideas for the country
Deputy Prime Minister Nguyen Chi Dung held a working session with the Network of Vietnamese Innovation and Experts in Germany and Europe, aiming to deepen connections with the Vietnamese intellectual community in Europe, contributing to promoting the development of science and technology, innovation, and digital transformation.

Vietnamese intellectual imprint in Europe

From March 18 to 25, 2026, Deputy Prime Minister Nguyen Chi Dung paid a visit and worked in the Republic of Italy and the Federal Republic of Germany.

In Germany, Deputy Prime Minister Nguyen Chi Dung held a working session with members of the Vietnam Innovation Network and Vietnamese experts and intellectuals in Germany and Europe.

These are prominent figures who are directly working, teaching, and researching in pioneering and key fields such as: high technology and data; health and healthcare; modern engineering, energy, and transportation; agriculture and environment, along with experts in diplomacy, economics, finance, business, and entrepreneurship.

Currently, the Vietnam Innovation Network – under the auspices of the National Innovation Center (NIC) – has a presence in 22 countries and territories with more than 2,000 members, including scientists, chief engineers, and chief architects in key industries.

In implementing Resolutions No. 57 and 68 of the Politburo, NIC not only developed its network in other countries but also established five specialized networks serving strategic technology sectors. This aims to realize the policy of valuing talent and absorbing the best of global technology to solve major national problems.

This meeting is a significant milestone, deeply meaningful, demonstrating the Party and State's concern for Vietnamese intellectuals abroad, especially the Innovation Network and Vietnamese experts in Germany and Europe; and affirming the role of science, technology, innovation, and digital transformation in the country's development.

Speaking at the event, Deputy Minister of Finance Le Tan Can acknowledged: “The Ministry of Finance highly appreciates the members of the Innovation Network, along with Vietnamese experts and intellectuals in Germany and Europe, who have made many positive contributions to innovation and the development of science and technology in Vietnam in recent years.”

According to Deputy Minister Le Tan Can, in addition to contributing opinions to the development of policy mechanisms, experts also participate in specific projects such as the International Finance Center, supporting Vietnamese delegations to study and learn from experiences in Europe, and connecting domestic businesses and universities with European partners. In particular, many members of the Network have directly established businesses, implemented cooperation projects, transferred technology, and invested in business in Vietnam, contributing to promoting the innovation ecosystem and economic development of the country.

Over the past period, the Network has contributed intellectual resources to national-level programs, such as the Semiconductor Industry Development Strategy, the Digital Technology Industry Law, the AI ​​Application Training Center Project, and startup incubation programs.

During the meeting, Vietnamese intellectuals proposed many groundbreaking solutions, focusing on an economic growth model based on in-depth science and technology, aiming for sustainable double-digit economic growth in the future.

Over the past period, the Network of Innovation and Vietnamese Experts in Germany and Europe has made many positive contributions to national-level programs, such as the Semiconductor Industry Development Strategy, the Digital Technology Industry Law, the AI ​​Application Training Center Project, and startup incubation programs.

4 key areas for breakthrough strategies for the country.

During the meeting, representatives from the Vietnam Innovation Network in Germany (VGI), along with Vietnamese experts and entrepreneurs in Germany and Europe, shared experiences and offered suggestions for national development. Specific topics included: sharing experiences from the Federal Republic of Germany and other European countries in promoting innovation, entrepreneurship, and the development of strategic technology sectors; and proposals and recommendations focusing on a model of in-depth economic growth based on science, technology, and innovation, aiming for sustainable double-digit economic growth in the future.

Some of the specific key topics discussed and proposed by experts included: strategies for developing and applying artificial intelligence (AI); solutions to promote the innovation and startup ecosystem; the application of advanced technology in the healthcare sector; and the development direction of a smart and modern transportation system.

Concluding the working session, Deputy Prime Minister Nguyen Chi Dung acknowledged and highly appreciated the efforts of the Ministry of Finance and NIC in forming and developing global innovation networks. The Deputy Prime Minister particularly commended the practical results of the VGI Network in connecting knowledge, providing strategic advice for key industries, and supporting Vietnamese startups in expanding into the European market.

At the same time, the Deputy Prime Minister assigned the Ministry of Finance the task of continuing to closely coordinate with the Ministry of Foreign Affairs, the Ministry of Science and Technology, and other relevant agencies to urgently coordinate and concretize the ideas and suggestions of experts into high value-added solutions and products to address the country's major challenges.

Turn aspirations into action.

Emphasizing the spirit of "Talented individuals are the lifeblood of the nation," the Deputy Prime Minister called on the Vietnam Innovation Network and the community of experts and intellectuals in Germany and Europe to continue to promote solidarity, proactively lead initiatives, and work together to "transform aspirations for development into concrete actions, and knowledge and potential into practical values."

The Deputy Prime Minister firmly believes that, in the context of expanding cooperation in trade, green technology, and digital transformation between Vietnam and the Federal Republic of Germany as well as the European Union (EU), the overseas Vietnamese intellectual community will continue to be a key bridge bringing the world's progressive best to serve the Fatherland, leading Vietnam into a new stage of development - an era of rapid, sustainable, and prosperous breakthroughs for the nation.
