Discussing future directions for Vietnam's aviation industry
On March 27, 2026, the United Nations Development Programme (UNDP), in collaboration with national partners, held a technical meeting on the Carbon Offsetting and Reduction Programme for International Aviation (CORSIA).
The meeting took place against a crucial backdrop as global efforts to address climate change intensified. The aviation industry—one of the fastest-growing sources of greenhouse gas emissions—faces increasing pressure to reduce emissions while maintaining its vital role in economic growth, trade, and connectivity.
Established by the International Civil Aviation Organization (ICAO), CORSIA is the first global market mechanism to address emissions from international aviation and aims for carbon-neutral growth. Vietnam has demonstrated a strong commitment by registering to participate in the first voluntary phase of CORSIA starting in 2026.
This step demonstrates Vietnam's proactive approach to sustainable development and its alignment with global climate goals.

In her opening remarks, Ms. Francesca Nardini, Deputy Resident Representative of UNDP in Vietnam, emphasized: "We highly appreciate Vietnam's proactive decision to participate in the first voluntary phase of CORSIA from 2026. This demonstrates strong leadership and commitment to responsible and sustainable development."
Francesca Nardini also noted that while participation in CORSIA offers many opportunities, it also presents numerous challenges related to compliance requirements, costs, and institutional capacity.
Mr. Ta Quang Hung, Deputy Director of the Department of Science, Technology, Environment and Construction Materials (Ministry of Construction), stated: Participating in CORSIA is an inevitable trend, not only an international responsibility but also an opportunity for the Vietnamese aviation industry to enhance its capacity and proactively adapt to increasing technical barriers.
Through its support, UNDP is working alongside the Vietnamese Government in preparing for the implementation of CORSIA, including providing evidence-based analyses of compliance options, identifying cost-effective solutions for airlines, and researching the potential for developing a domestic carbon market and emission offsetting mechanisms. These efforts not only help Vietnam meet its international obligations but also open up opportunities for deeper participation in the emerging global carbon economy.
The technical meeting provided a forum for sharing international experiences, assessing potential impacts on Vietnam's aviation industry, and discussing practical solutions for the future.
The discussions emphasized the importance of close coordination among ministries and agencies, active participation from the private sector, and the development of a clear and consistent policy and legal framework.
The delegates also emphasized the need for investment in capacity building, data systems, and management and monitoring mechanisms to ensure effective implementation.
