Resolution 80-NQ/TW: Placing culture within the flow of science, technology, and digital transformation.
Resolution 80-NQ/TW on the development of Vietnamese culture clearly defines the viewpoints, objectives, tasks, and solutions for cultural development in the new period, aiming to build an advanced Vietnamese culture rich in national identity, and to promote the strength of Vietnamese culture and people to serve the cause of rapid and sustainable national development.
The resolution defines culture as "the spiritual foundation of society, both a goal and an important endogenous driving force of economic and social development." At the same time, cultural development is placed on par with economics, politics, and society, aiming to ensure harmonious and sustainable development.

One of the notable aspects of the Resolution is the requirement to link cultural development with the context of "deep international integration and digital transformation." The resolution also emphasizes the task of "promoting the application of science, technology, and digital transformation in the cultural sector." Specific contents include: digitizing cultural heritage, applying technology in the management, preservation, and promotion of cultural values, as well as expanding people's access to and enjoyment of culture. This is considered the basis for promoting cultural activities to shift to the digital environment.
The resolution sets out the direction for the development of the cultural industry and cultural market with the goal of "gradually forming and developing cultural industries." This content is directly related to innovation, as cultural products are increasingly linked to technology and new business models, especially in the fields of digital content, entertainment, and media.

Furthermore, the Resolution also calls for improving institutions and policies and enhancing the effectiveness of state management in the cultural sector. This is a crucial factor in creating a favorable environment for the application of technology, promoting innovation, and developing new cultural models on digital platforms.
