With the "Digital Literacy Movement" implementation plan, Tuyen Quang aims to popularize digital knowledge and skills throughout the province by 2026, creating a foundation for building a digital society for all citizens and promoting substantive digital transformation.
The People's Committee of Tuyen Quang province has issued a plan to implement the "Digital Literacy Movement" to popularize basic knowledge about digital transformation, equip people with essential digital skills, and move towards the comprehensive development of a digital society.

The movement has been widely implemented down to every village, hamlet, and residential area, creating a nationwide campaign to learn digital skills. In this campaign, cadres and Party members are identified as the pioneering force, contributing to spreading the spirit of self-learning and enhancing digital capabilities within the community.
According to the set targets, by 2025, approximately 80% of officials, civil servants, and public sector employees will have an understanding of digital transformation; 100% of students will be equipped with digital skills; and 50% of adults will achieve literacy and digital skills. By 2026, the province aims to raise the literacy rate to 100% of the population.
To achieve this goal, the province requires all levels and sectors to implement measures synchronously and flexibly, closely linked to practical realities; and at the same time, mobilize the participation of socio-political organizations, educational institutions, and technology businesses in building an accessible digital learning ecosystem.
Numerous activities will be organized, such as the "National Digital Learning Day" in conjunction with the National Digital Transformation Day (October 10th), community classes, digital skills training, and mass online courses. Training content will focus on skills in using digital services, online public services, e-commerce, and ensuring information security.
Notably, the plan emphasizes the application of digital technology and artificial intelligence in training, personalizing learning content to suit different target groups, especially the elderly, ethnic minorities, and people in remote areas.
The Department of Science and Technology is assigned as the permanent agency to lead the implementation; the Department of Education and Training integrates digital skills into the curriculum; and the police force supports the development of digital identity and ensures information security. Social organizations participate directly in guiding people to access and use digital platforms and services.
The implementation of the "Digital Literacy Movement" is expected to bring about significant changes in people's digital awareness and skills, contributing to the comprehensive digital transformation and socio-economic development of the province in the coming period.
