Strengthening the dissemination of information on "Digital Literacy for the People" to create substantive changes in digital transformation.
The Propaganda and Mass Mobilization Department of the Lao Cai Provincial Party Committee has just issued a plan to promote the "Digital Literacy Movement" in Lao Cai province in 2026, aiming to create a breakthrough in the awareness and actions of the entire political system and all the people, contributing to promoting the widespread and substantive development of digital transformation in the province.

According to the plan, the propaganda work aims to raise awareness among Party committees, government agencies, the Fatherland Front, political and social organizations, officials, Party members, and all segments of the population about the role, significance, and importance of digital transformation in the new development phase.

This will create a high level of ideological unity, social consensus, and political determination throughout the province; gradually improve digital literacy, equip people with basic digital skills, contribute to the formation of digital citizens and a digital society, narrow the digital divide between regions and population groups, and ensure fairness in accessing digital transformation.

With the theme "Popular Digital Education - Universalizing Digital Skills for All Citizens, Creating a Breakthrough in Implementing Digital Transformation in Lao Cai Province," the Plan focuses on disseminating and clarifying the Party's policies and viewpoints on the development of science, technology, innovation, and digital transformation, with a focus on Resolution No. 57-NQ/TW of the Politburo and directives from the Central Government and Lao Cai province.

Simultaneously, there will be extensive dissemination of information about the significance of the "Digital Literacy Movement" in popularizing digital knowledge and skills among the people, aiming to eliminate "technological illiteracy," helping people proactively use digital platforms, online public services, cashless payments, and identify and prevent harmful and fraudulent information on the internet.

The plan emphasizes the exemplary role of officials and Party members, especially leaders, in learning, training, and applying digital skills.

Accordingly, agencies, units, and localities will implement the program synchronously through newspapers, radio and television, electronic portals, social networks, and digital platforms; combining oral communication, visual promotion, organizing community classes, conferences, seminars, and competitions to learn about digital transformation and essential digital skills.

The plan will be implemented in three phases:

Phase 1, from January to April 2026, focuses on fully implementing the policies and plans of the Lao Cai Provincial Party Committee on the development of science, technology, innovation, and digital transformation in 2026; creating a strong starting momentum and spreading the spirit of "accelerating digital transformation" right from the beginning of the year; and initially forming widespread social awareness about the "Digital Literacy Movement".

Phase 2, from May to September 2026, will focus on in-depth communication, directed towards concrete actions, creating a clear transformation in the popularization of digital skills; contributing to the achievement of key quantitative targets for digital transformation in Lao Cai province in 2026.

Phase 3, from October to December 2026, will involve summarizing and evaluating results, disseminating exemplary models, and aligning with the National Digital Transformation Day on October 10th.

To ensure effective implementation, the Propaganda and Mass Mobilization Department of the Lao Cai Provincial Party Committee requests that agencies, units, and localities coordinate in disseminating information and periodically reporting on implementation results as prescribed, contributing to the widespread dissemination of the "Popular Education Movement" and making it a voluntary and regular practice among the people.
