A highlight of Lao Cai's approach is the close integration of popularizing digital skills with the development of specific application models. From "digital families" and "digital villages" to "digital markets," the application of technology is directly linked to the essential needs of people's lives, production, and transactions. As a result, digital technology is no longer a distant concept, but has become a familiar, easily accessible tool that brings practical value.

Furthermore, the establishment of community learning spaces such as "digital learning corners" at village cultural centers has facilitated flexible and regular access to knowledge for the people. These are not only places for learning, but also points for connecting and sharing experiences, contributing to the building of a learning community in the digital environment.

Promoting the core role of officials and the community.

One of the key factors contributing to the movement's effectiveness is the pioneering role of cadres, Party members, and core forces at the grassroots level. The implementation of thematic programs on enhancing digital capacity for cadres has contributed to significant changes in awareness and working methods, thereby spreading to the community.

Simultaneously, community-based digital technology teams continue to play a "bridge" role between the government and the people. Through direct guidance and hands-on training, team members help people gradually access and proficiently use digital platforms, from online public services to applications serving daily life.

In reality, when people are given specific guidance, given hands-on experience, and see the benefits clearly, the transition from traditional habits to digital habits happens faster and is more sustainable. This also forms the basis for the development of a force of "digital citizens" right from the community.

A notable point is that digital transformation in Lao Cai has begun to create concrete economic value. Through the application of digital platforms in product promotion and consumption, many households and cooperatives have expanded their markets and improved production and business efficiency.

Leveraging social media, e-commerce platforms, and digital tools to connect with customers not only increases product value but also contributes to a shift in production mindset, moving from fragmented to professional and market-oriented approaches. In the administrative field, the popularization of digital skills also contributes to improving the quality of service to the people. When citizens can independently carry out procedures online, search for information, and track the progress of their applications, it not only saves time and costs but also increases the transparency and efficiency of the administrative apparatus.

Despite positive results, the implementation of the "Digital Literacy Movement" in Lao Cai still faces certain challenges. Digital infrastructure in some mountainous and remote areas is not yet synchronized; disparities in access to technology among different population groups still exist; and the digital awareness and skills of some people still need to be further improved.

This requires more comprehensive solutions for future implementation, combining infrastructure investment, improved training quality, and innovative communication methods. In particular, ensuring information security and protecting personal data is crucial to building public trust in the digital environment.

Towards building a digital society from a foundation of people.

In the next phase, Lao Cai province is determined to continue placing people at the center of digital transformation, with "Digital Literacy for the People" as the foundation for forming a digital society. Enhancing the capacity of community digital technology teams, replicating effective models, and perfecting the digital ecosystem will be key tasks.

At the same time, developing a synchronized digital data system that connects various sectors will create conditions for effectively exploiting data resources – an increasingly important factor in the development of the digital economy.

It can be seen that, from its initial steps in popularizing knowledge, the "Digital Literacy Movement" in Lao Cai is gradually transforming into a driving force for development. When each citizen is equipped with knowledge, skills, and has the opportunity to access technology, digital transformation will not only be a goal, but will become a self-driven, widespread, and sustainable process throughout society.
