Bringing technology closer to the people: Son La implements a comprehensive set of solutions.
The People's Committee of Son La province has just issued document No. 2751/UBND-KGVX directing the implementation of several contents of the "Digital Literacy Movement" in the province, with the goal of improving digital skills for the people, promoting comprehensive digital transformation, and ensuring that no one is left behind in the digital development process.
Accordingly, the Chairman of the Provincial People's Committee requested that all departments, agencies, the People's Committees of communes and wards, and relevant organizations and units proactively implement a comprehensive set of tasks and solutions in accordance with their assigned functions and responsibilities to spread the "Digital Literacy Movement" widely throughout the community.
The focus of the movement is to promote the role of Community Digital Technology Teams (CTSTs) in supporting people to access and use essential digital platforms and services.
Agencies and units are encouraged to mobilize officials, civil servants, and employees to participate in the Community-Based Technology Team in their residential areas, playing an exemplary role in digital transformation and directly guiding people in using technology in their daily lives.

The Department of Science and Technology is assigned to lead and coordinate with relevant units to research and propose mechanisms and policies to overcome difficulties and obstacles, creating favorable conditions for the digital transformation process and the popularization of digital skills. At the same time, it will organize training, workshops, and guidance for localities to assess and determine the digital skills level of each target group; and guide the consolidation and ensuring that 100% of villages and residential areas have effectively operating Digital Skills Teams.
In addition, localities are required to develop annual activity plans for the Digital Literacy Team in conjunction with the "Popular Digital Literacy" movement and socio-economic development tasks in the locality. Research and proposals for new initiatives and models to popularize digital skills suitable to the province's actual conditions are also widely encouraged.
In the field of information security and safety, the Provincial Police Department is tasked with leading the implementation of the "One Citizen - One Digital Identity" model; guiding people to install and use the VNeID electronic identification application, and effectively exploiting its features to facilitate administrative procedures and transactions in the digital environment. At the same time, it will strengthen propaganda and raise awareness about information security, preventing high-tech crimes and various forms of online fraud.
The Department of Finance is responsible for researching and proposing mechanisms to support funding for the implementation of the movement, prioritizing investment in equipment and access to information technology for remote, disadvantaged, and particularly difficult areas. Resources will be mobilized flexibly from the state budget and social contributions, ensuring efficient use, targeting the right goals and beneficiaries.
Meanwhile, the Department of Agriculture and Environment is leading the implementation of the "Digital Market - Digital Rural Area" model, linked with the activities of the Community-Based Agricultural Production Team, to promote the consumption of agricultural products, OCOP products, and local specialties on digital platforms, contributing to increasing product value and income for the people.
The education sector is tasked with surveying the status of illiteracy and relapses into illiteracy in mountainous, border, and ethnic minority areas, and then developing appropriate solutions to effectively implement the dissemination of digital knowledge and skills to the people.
Communication efforts were also given special attention. The Son La Newspaper, Radio and Television Station, and the Information Center - Office of the Provincial People's Committee intensified communication and propaganda efforts to inform the public about the benefits of using digital platforms and technologies in daily life, and to promote the use of services and utilities of digital transformation; they also disseminated messages and reported on the activities of the Community-Based Digital Transformation Team in conjunction with the tasks, programs, and plans being implemented in the area.
The Son La Provincial Youth Union is promoting the pioneering role of its members and young people in digital transformation, actively participating in the Digital Transformation Team, supporting people in accessing technology, and organizing training activities to improve digital skills and communication skills for young people.
At the grassroots level, the People's Committees of communes and wards are required to review and strengthen the Community Digital Literacy Teams, ensuring that each village, sub-district, and residential group has an effective team. At the same time, they should implement diverse forms of communication such as loudspeakers, social media, community Zalo groups, leaflets, and instructional videos… to bring digital literacy closer to the people.
Local authorities also need to proactively develop and replicate models such as "Digital Ambassador," "Digital Family," "Digital Market - Digital Rural Area," and "Each Citizen - A Digital Identity"; organize emulation movements and select outstanding role models such as "Outstanding Digital Community Team," and "Excellent Digital Citizen," thereby creating momentum to spread the movement widely throughout the community.
Postal and telecommunications businesses in the province are also requested to actively participate in the movement, assign staff to support the Digital Transformation Team, and provide preferential policies on digital services, expand telecommunications infrastructure, improve connection quality, and create favorable conditions for people to use digital platforms.
The Provincial People's Committee requests that agencies and units strictly adhere to the periodic reporting regime, promptly reflecting the situation, implementation results, difficulties, and obstacles so that the Department of Science and Technology can compile and advise the Provincial People's Committee on effective direction and management.
