Lang Son province is developing science, technology, innovation, and digital transformation as important drivers for promoting the province's economic growth, focusing on improving productivity, added value, and competitiveness, and concentrating on areas where it has advantages...

Promoting the transfer of new technologies contributes to improving production efficiency in local areas. 

During the period 2021-2025, the People's Committee of Lang Son province focused on leading and directing the synchronized and timely implementation of mechanisms and policies on science, technology, and innovation, ensuring adherence to the central government's guidelines and the province's socio-economic development requirements. The system of guiding and managing documents has been gradually improved, creating a relatively complete and unified legal framework for science, technology, and innovation activities in the province. 

In various aspects of socio-economic life, the application of science and technology and digital transformation are being vigorously implemented. In the agricultural sector, research, application, and transfer of scientific and technological advancements in new varieties and cultivation and livestock farming techniques are being promoted to improve productivity and product quality for key crops and livestock that are strengths of the province;

Applying measures to modernize agriculture according to VietGAP/GlobalGAP standards, researching and implementing automation in agricultural production and applying high technology in post-harvest product preservation;  Restoring, preserving, exploiting and developing the genetic resources of rare and valuable local plant and animal breeds and specialties.

In the field of science and technology: Research on technological improvement and innovation, selecting appropriate technologies to enhance production efficiency, creating high-quality and competitive products for domestic and export markets; Research and application of measures for rational and economical energy use, pollution reduction, and environmental remediation; Research, application, and development of information technology, climate change adaptation, disaster prevention, and environmental resource protection.  

Researching solutions to attract investment, developing border economic zones, and developing logistics services to enhance the capacity of businesses; researching and developing sustainable tourism; focusing on researching and developing diverse tourism products such as: cultural and historical tourism, festivals, ecotourism, resort tourism, border tourism combined with shopping, community tourism, etc.

The platform system for smart agricultural production in the province is a modern technology platform aimed at managing databases on cooperatives, businesses, OCOP products, and local agricultural specialties; providing complete information on product traceability; developing applications for product promotion for production and business units; and saving time and costs for management units, businesses, and consumers alike.

The period 2026-2030 requires Lang Son province to shift strongly from implementing tasks based on trends to prioritizing key areas; from scattered investment to focusing on breakthroughs with widespread impact; and from achieving targets to creating tangible value, contributing to enhancing competitiveness, improving the investment and business environment, and better serving the people and businesses in the province.

Furthermore, the requirement to transform the growth model towards green, sustainable, digital, and smart border gate economies will directly impact the province's development orientation. Areas such as high-tech agriculture, traceability, e-commerce for agricultural products, digital management of vehicles and goods at border gates, and smart tourism are predicted to have significant growth potential, but require comprehensive preparation in terms of infrastructure, human resources, and inter-sectoral coordination mechanisms.

This locality develops science, technology, innovation, and digital transformation as important drivers for the province's economic growth, focusing on improving productivity, added value, and competitiveness, concentrating on areas with advantages; while promoting the application of scientific and technological advancements associated with digital transformation in production, business, and state management, forming an innovation ecosystem linked to enterprises, cooperatives, and business households, thereby improving product quality, innovating business models, building a modern governance platform, and promoting sustainable digital economic development.

Lang Son focuses its resources on areas with high innovation potential, suitable to the province's practical conditions: High-tech and organic agriculture: applying biotechnology, automation, digitizing farming areas, traceability, developing OCOP products, and products with geographical indications. Agricultural and forestry product processing industry: increasing the rate of deep processing, post-harvest preservation, and increasing export value.

Border gate economy and logistics: Implement the construction of smart border gates and apply digital technology in management, operation, electronic payments, warehouse management, and goods traceability; focus investment on forming a sufficiently large logistics center in line with the spatial development orientation and overall planning of the province. Smart tourism with the digitization of destinations, tourism data, online promotion, and cashless payments.

Lang Son is stepping up the digitalization of tourist destinations and data, and promoting its image online. 

Notably, in the agricultural sector: Applying information technology and artificial intelligence (AI) in smart agriculture, developing organic agriculture, multi-benefit ecological agriculture, circular agriculture, and reduced-emission agriculture; developing value chains for the province's key products.  Researching, adopting, and applying biotechnology, high technology, and environmentally friendly technologies in the selection and breeding of key crops and livestock with high productivity, quality, and economic efficiency; adapting to climate change conditions, especially for medicinal plants, rice, vegetables, flowers, fruit trees, livestock, and aquaculture... suitable to the specific characteristics of each ecological region; thereby improving the productivity, quality, and competitiveness of agricultural products.

Research and application of science and technology, automation technology, and artificial intelligence (AI) in the harvesting, preservation, processing, and consumption of economically valuable agricultural, forestry, and aquatic products.  Application of biotechnology in the production of biological products used in crop cultivation, pest and disease control, environmental treatment, fertilizer production, and plant protection products; in the cultivation and processing of algae, microalgae, and fungi.

For the medical and pharmaceutical sector: Research and apply solutions to control and ensure food hygiene and safety; implement solutions to prevent occupational diseases; promote research and application in the management and use of antibiotics in prevention and treatment to improve the quality of medical examination and treatment and reduce antibiotic resistance. Research   , adopt, and apply biotechnology and high technology in the production of pharmaceuticals, cosmetics, and functional foods from endemic medicinal plants of Lang Son, aiming to form and develop products bearing the province's brand.

Research and apply science and technology in the conservation and development of valuable medicinal plant resources; build and expand specialized medicinal plant cultivation areas; form linkages in the production, preservation, and processing of medicinal plants. Apply technology for separating and extracting active ingredients, pharmaceutical formulation technology, and the production of functional foods from medicinal plants.  Research and apply technologies of the Fourth Industrial Revolution to serve economic and social development in the fields of: agriculture, e-government; urban management, transportation; disaster prevention; forest and land resources; tourism; border management, etc.

The province is also promoting the application of new building materials; producing building materials made from new materials, smart technology, environmentally friendly, with high added value, and modern management.  It is applying advanced technologies that use less energy, do not pollute the environment, and have high productivity for sustainable development. It is improving the efficiency of the waste collection, sorting, recycling, reuse, and treatment system (including solid waste such as household and industrial solid waste, plastic waste, wastewater, and air emissions) using new, advanced, modern, and environmentally friendly technologies.

Research, transfer, and apply environmental protection technologies in agricultural production, rural areas, and tourist areas; implement appropriate technologies to minimize environmental pollution in craft villages; and research and apply solutions to mitigate environmental pollution in mining areas and hydropower projects within the province. Research and apply renewable energy (solar, wind, biomass) to serve green transformation and sustainable development in Lang Son province.

Research, develop, and apply clean energy sources to serve ecological agriculture; promote circular agriculture and ecological agriculture models linked to tourism development; implement the use of solar energy in irrigation and agricultural production automation systems.
