Ministry of Construction supports Vietjet’s participation in aviation infrastructure development
Minister of Construction Trần Hồng Minh emphasized that Vietjet’s proposals have been concluded by the Government Standing Committee; therefore, the Ministry of Construction, together with relevant units and localities, will urgently implement each item to ensure progress and compliance with the prescribed timeline.

On the afternoon of April 28, Minister of Construction Trần Hồng Minh chaired a meeting to implement the conclusions of the Government Standing Committee regarding the proposals of Vietjet Aviation Joint Stock Company.

Attending the meeting were representatives of the People’s Committees of the provinces and cities: Hanoi, Ho Chi Minh City, Da Nang, Thanh Hoa; the Director General of the Civil Aviation Authority of Vietnam; and representatives of the Airports Corporation of Vietnam (ACV).

Vietjet seeks to participate in aviation infrastructure projects

Reporting at the meeting, a Vietjet representative stated: In the context of a multipolar geopolitical world, air transport activities and related services will grow strongly. Domestically, the goal of achieving double-digit growth by 2045 requires innovation in the sector, with the aim of expanding the aviation market and making it a driving force for national connectivity and development.

Vietjet proposed that airlines, local People’s Committees, along with ACV and the Civil Aviation Authority of Vietnam, be allowed to participate earlier and more deeply in the tasks and implementation of airport planning, while creating conditions for Vietjet to sustainably develop ground services, technical services, and logistics, ensuring safe, efficient, and sustainable operations with passenger services meeting international standards.

At Tan Son Nhat International Airport, Vietjet has acknowledged Document No. 6148 dated April 24, 2026 of the Ministry of Construction and is closely coordinating with the Civil Aviation Authority of Vietnam, ACV, and relevant agencies in preparing the planning for the 2021–2030 period, with a vision to 2050. The airline proposed strengthening the participation of the Ho Chi Minh City People’s Committee to ensure synchronization, efficiency, and maximize the role of airports as drivers of socio-economic development. Vietjet is also ready to co-sponsor planning work with ACV in accordance with regulations.

To improve service quality, Vietjet proposed to lease certain areas at Terminal T1 of Tan Son Nhat for a longer term to renovate and operate stably, thereby better serving passengers.

Vietjet also proposed appropriate mechanisms to participate in infrastructure project implementation based on harmonizing benefits, sharing risks, and ensuring fair competition.

At Long Thanh, Sovico and Vietjet proposed investing in essential components such as maintenance facilities and warehouses, contributing to the formation of a synchronized and modern operational system.

For Noi Bai, Vietjet suggested that planning adjustments should be made early and in sync with Gia Binh Airport, along with the addition of urban railway connections to create an integrated transport system with a long-term vision. The group also proposed participating with localities in developing Tho Xuan and Chu Lai airports associated with logistics centers and aviation industry zones.

From the first private airline, Vietjet has grown into a multinational airline group with three airlines in Vietnam, Thailand, and Kazakhstan, operating more than 130 aircraft and having orders for 576 new-generation aircraft.

Agreement on many legitimate proposals from the enterprise

Speaking at the meeting, Minister Trần Hồng Minh welcomed Vietjet’s proactive implementation in line with Resolution 68 of the Politburo on private sector development, especially its focus on investing in infrastructure development, including airport and aviation infrastructure.

As the sectoral management authority, the Minister said the Ministry would consider Vietjet’s proposals based on ensuring compliance with planning, meeting operational safety requirements, ensuring service quality for passengers, and carefully evaluating transport demand and investment efficiency to avoid dispersion and waste.

At the same time, it is necessary to clarify investment models, mechanisms, and resources to ensure openness, fairness, transparency, and equal competition rights; and to ensure harmonization of interests among the State, operators, and investors, avoiding negative practices and waste.

After hearing opinions from agencies, units, and localities, Minister Trần Hồng Minh emphasized that Vietjet’s proposals have already been concluded by the Government Standing Committee, and thus the Ministry of Construction, along with relevant units and localities, must urgently implement each item to ensure progress and timelines.

Regarding proposals at Tan Son Nhat International Airport, the Minister agreed to allow Vietjet to participate in co-sponsoring planning work. At the same time, he requested ACV to complete the planning adjustment dossier before May 30 so that the Ministry of Construction can collect opinions and conduct appraisal, striving to complete it before June 20.

For the proposal to lease Terminal T1 in its current state for a longer term, the Minister considered this a legitimate need and requested ACV and Vietjet to discuss and agree on an appropriate plan to ensure harmonized interests and improve operational efficiency.

Issues related to terminals, connectivity, and functions are all tied to the overall planning of Ho Chi Minh City; therefore, the Minister required ACV and Vietjet to closely coordinate with the locality to ensure synchronization.

Similarly, at Noi Bai International Airport, the Minister also requested ACV to coordinate with Vietjet to complete all planning contents before May 30, while strengthening coordination with Hanoi in developing connection plans with urban railway lines.

For Long Thanh International Airport, four essential service infrastructure items related to the Ministry of Construction and ACV will be included in the phase 2 feasibility study report, to be submitted for approval before June 15. After that, the Civil Aviation Authority of Vietnam, the Planning and Finance Department, ACV, and Vietjet will coordinate to guide implementation and construction, ensuring completion before the airport is put into operation.

Regarding proposals at Chu Lai and Tho Xuan airports, the Minister requested ACV to issue documents to Da Nang City and Thanh Hoa Province, and the Ministry of Construction to provide opinions for implementation.

As for investment methods at these two airports, Vietjet is required to work directly with localities to reach agreement and proceed with implementation. In addition, Vietjet needs to coordinate with localities in completing and receiving planning work carried out by ACV and implementing investment procedures at these airports.

For Da Nang International Airport, the Minister assigned the Civil Aviation Authority of Vietnam to coordinate with ACV, based on proposals, to upgrade the airport in line with the approved planning.

From the first private airline, Vietjet has grown into a multinational airline group with three airlines in Vietnam, Thailand, and Kazakhstan, operating more than 130 aircraft and having orders for 576 new-generation aircraft.

In 2025, Vietjet transported 28.2 million passengers, generated revenue of VND 82 trillion, and contributed over VND 10 trillion to the state budget both directly and indirectly, helping bring the image of a globally integrated, dynamic, and sustainable Vietnam to skies across continents.
