Accelerating the implementation of the North–South high-speed railway, ensuring optimal efficiency and technological mastery
The Government Office issued Notice No. 217/TB-VPCP dated April 28, 2026, concluding the meeting of Deputy Prime Minister Pham Gia Tuc on the implementation progress of the North–South high-speed railway project and other railway lines.

At the meeting, Permanent Deputy Prime Minister Pham Gia Tuc highly appreciated the efforts of ministries, sectors, and localities in implementing railway projects over the past period. These are important projects that effectively contribute to the implementation of the 14th National Party Congress Resolution and the double-digit growth target.
This is a new and complex field with many difficulties, requiring decisive engagement from the entire political system. Project implementation must comprehensively assess economic, political, diplomatic aspects and efficiency, ensuring financial-economic effectiveness, in line with the strategic autonomy orientation for railway industry development, with an appropriate organizational and operational model.
Urgently carry out site clearance; complete institutions on investment, management, operation and exploitation of railway projects
The Permanent Deputy Prime Minister requested ministries, sectors, and localities, according to their functions and tasks, to proactively implement the 14th Party Congress Resolution, Conclusion No. 18-KL/TW dated April 2, 2026 of the Party Central Committee, directives of the Politburo, General Secretary To Lam, and tasks assigned by the Government and the Prime Minister in recent times; ensuring progress, quality, and investment efficiency, in accordance with authority, avoiding shirking or evading responsibility. Localities with projects passing through must urgently carry out site clearance immediately after the Ministry of Construction hands over dossiers and clearance boundary markers.
The Ministry of Construction and relevant ministries and agencies shall continue to review and propose amendments, supplements, and improvements to institutions and laws on investment, management, operation, and exploitation of railway projects, ensuring efficiency and suitability with Vietnam’s practical conditions.
The Ministry of Science and Technology and the Ministry of Construction shall urgently review, develop, and issue additional standards and technical regulations for railways (high-speed rail, standard gauge railways, urban railways) suitable to Vietnam’s conditions while approaching international practices for unified application; in which urban railway standards and regulations must be completed in June 2026 for nationwide application, noting the need to consider integration with the national railway system.
Training human resources, ensuring self-sufficiency in operation and exploitation of railway projects
Ministries, agencies, the Vietnam Railways Corporation, and relevant enterprises must proactively develop plans and organize human resource training to meet social needs and enterprise demand; training costs shall comply with legal regulations.
The Ministry of Construction shall preside over mobilizing lawful resources (including ODA and non-refundable aid) to train its agencies and allocate training costs within projects to ensure self-sufficiency in operation, exploitation, maintenance of new railway projects, and development of the railway industry.
The Ministry of Construction is responsible for reviewing the entire system of norms and unit prices to ensure completeness and suitability with practical conditions, taking into account long-term operation and utilization of works.
For work items where Vietnam does not yet have machinery, equipment, or new technologies, the Ministry of Construction shall preside over working with partners to receive, assess, and issue construction norms applicable specifically to projects in a cost-saving and efficient manner, while developing a roadmap for general application.
Regarding the North–South high-speed railway project, the Ministry of Construction shall urgently complete procedures for selecting a consultant to prepare the Project Feasibility Study Report in Q2/2026. Localities must urgently plan to maximize the economic efficiency of the North–South high-speed railway line.
The selection of technology transfer partners must be associated with the prerequisite of technology transfer to Vietnam.
Urgently review progress; remove difficulties for urban railway projects in Hanoi and Ho Chi Minh City
Regarding the Lao Cai – Hanoi – Hai Phong railway line, the Ministry of Construction shall urgently review and evaluate research contents and proposals of the Consultant on the Project Feasibility Study Report, ensuring project efficiency, long-term vision, connectivity among economic centers, and synchronization of transport modes; noting that progress pressure must not compromise procedures, technical standards, quality, or efficiency, and absolute safety must be ensured throughout the entire project lifecycle. If adjustment of investment policy is required, the Ministry of Construction must urgently complete documentation for submission to the Government in May 2026 and to the National Assembly Standing Committee in June 2026.
The Ministry of Finance shall preside over coordination with the Ministry of Construction and the Ministry of Foreign Affairs to urgently carry out procedures for negotiating loan agreements for the project.
For the Hanoi – Dong Dang railway line, the Ministry of Construction and relevant ministries, sectors, and localities must urgently implement conclusions of the General Secretary in Notice No. 28-TB/VPTW dated March 22, 2026 on Vietnam–China railway connectivity cooperation and directions assigned by Government leaders in Official Dispatch No. 1359/VPCP-CN dated April 1, 2026.
Regarding urban railway projects in Hanoi and Ho Chi Minh City, the Permanent Deputy Prime Minister requested the People’s Committees of Hanoi and Ho Chi Minh City, in coordination with the Ministry of Construction and relevant ministries, to urgently review the progress of ongoing urban railway projects; focus on resolving difficulties related to investment procedures, site clearance, capital sources, and technology; ensuring safe, efficient operation, climate change adaptation, compliance with approved planning, and regional connectivity in the new context.
For new projects, careful study is required to select appropriate and synchronized technologies, with a reasonable investment roadmap aligned with local budget capacity, avoiding dispersion.
The People’s Committees of Hanoi and Ho Chi Minh City shall urgently report to the Ministry of Construction and the Prime Minister on implementation plans for projects scheduled to start in 2026 and subsequent years of the 2026–2030 period, in accordance with Government leadership instructions in Notice No. 98/TB-VPCP dated March 5, 2026./.
