Ministry of Industry and Trade removes kerosene from periodic fuel price management
The Ministry of Industry and Trade has just issued Circular No. 21/2026/TT-BCT dated April 28, 2026, partially abolishing Clause 2, Article 1 of Circular No. 18/2025/TT-BCT regulating petroleum business.

According to the Circular, the Ministry of Industry and Trade decided to remove the phrase "kerosene" in Clause 2, Article 1 of Circular No. 18/2025/TT-BCT dated March 13, 2025.
Thus, kerosene prices are no longer a commodity within the scope of regulation in periodic petroleum price management decisions.
The Circular was issued based on the Law on Promulgation of Legal Normative Documents No. 64/2025/QH13 (as amended and supplemented), together with decrees defining the functions, duties, and powers of the Ministry of Industry and Trade such as Decree No. 40/2025/ND-CP and related amending and supplementing documents. At the same time, the legal basis also includes current regulations on petroleum business in Decree No. 83/2014/ND-CP (as amended and supplemented).
The issuance of these Circular aims to implement Conclusion No. 14-KL/TW dated March 20, 2026 of the Politburo on ensuring supply and stabilizing fuel prices in the context of a volatile market.
The new Circular will officially take effect from April 29, 2026.
