Digital Transformation and the Shift in National Governance
Digital transformation is no longer just a technology trend—it is becoming a structural shift in national governance in the 21st century. As data emerges as a strategic resource and digital platforms evolve into the infrastructure of state management, the way governments operate is undergoing profound change.

Moving beyond e-government, which focused mainly on digitizing administrative processes, many countries are now building digital governments and advancing toward data-driven national governance, where data, technology, and citizen participation form a new governance ecosystem. Vietnam is actively pursuing this path, seeing digital transformation as a key driver to modernize administration, enhance transparency, and deliver citizen-centric services.

The Context: Digital Transformation Demands New Governance Models

The Fourth Industrial Revolution is reshaping economies and societies, while redefining how governments function. Emerging technologies—AI, big data, cloud computing, IoT—are not only transforming production and business models but also compelling states to rethink governance.

Globally, digital governments are leveraging platforms to improve efficiency, transparency, and public service quality. Leading nations have shown that effective use of data and technology can strengthen governance capacity and accelerate socio-economic development.

For Vietnam, digital transformation in governance is both a necessity for global integration and a catalyst for administrative reform. National strategies emphasize its role in boosting state effectiveness while simplifying citizen and business access to public services. Crucially, this is not just about IT adoption—it is a comprehensive shift in governance mindset, from traditional administration to data-driven governance.

From E-Government to Digital National Governance

The evolution of governance in the digital age can be seen in three stages:

  1. E-Government – IT is applied to digitize processes and provide online public services, reducing bureaucracy and improving efficiency.
  2. Digital Government – Data becomes the operational backbone, enabling connected systems and fully digitalized administrative workflows.
  3. Digital National Governance – Data and technology support policymaking and societal management, with government, businesses, and citizens co-creating an open, flexible, and efficient governance ecosystem.

This progression reflects a fundamental shift: from traditional administrative control to intelligent, technology-enabled governance.

Data: The Foundation of Modern Governance

In the digital era, data is a strategic national asset. The ability to collect, manage, and analyze data directly impacts governance effectiveness and competitiveness.

For state management, data enables socio-economic trend analysis, evidence-based policymaking, and improved forecasting. Connected databases also enhance transparency and accountability.

Vietnam has already built key national databases—on population, business registration, insurance, and land. These systems are forming the backbone of a national data infrastructure, laying the groundwork for digital government and digital economy development.

From Administrative Management to Data-Driven Governance

Digital transformation is fundamentally altering the logic of governance. Traditional models relied on administrative orders and paperwork; digital governance leverages data and platforms to support decision-making.

This shift enables data-driven governance, where decisions are informed by big data and advanced analytics rather than fragmented information or experience alone. The result: better forecasting, greater transparency, and more efficient public service delivery.

It also redefines the relationship between state and society. Citizens and businesses are no longer passive subjects of management—they are active participants in governance through digital platforms and online interactions.

Transformation at the Grassroots Level

Vietnam’s digital transformation is spreading strongly at the local level, where citizens and businesses directly interact with government. Many provinces have implemented e-government and digital government models tied to administrative reform. Public service centers, one-stop electronic portals, and online service platforms have shortened processing times and improved transparency.

At the commune and ward level, digital tools are replacing traditional management: administrative records are digitized, documents exchanged electronically, and procedures resolved online. Electronic identification and population data are reducing paperwork, making interactions smoother for citizens.

This grassroots adoption shows that digital transformation is not just about technology—it is about changing management philosophy and service delivery.

Toward Modern, Transparent, Citizen-Centric Governance

Digital transformation is ushering in a structural shift in national governance. From e-government to digital national governance, the journey reflects not only technological change but also a fundamental rethinking of governance itself. Data, technology, and innovation are becoming the pillars of a modern, transparent, and efficient state.

For Vietnam, advancing digital transformation in governance is both a developmental necessity and a strategic condition to enhance state effectiveness and build a citizen-centric administration in the digital era.
