Developing the semiconductor industry in the direction of closely linking research – application – market
Deputy Prime Minister Nguyễn Chí Dũng – Head of the National Steering Committee for Semiconductor Industry Development – signed Decision No. 32/QĐ-BCĐPTCNBD dated April 5, 2026, promulgating the 2026 Action Plan of this Steering Committee.

Creating substantive changes in the development of science, technology, digital transformation associated with the semiconductor industry
The overall objective of the Plan is to resolutely and synchronously implement the goals, tasks, and solutions of the Semiconductor Strategy and the Human Resource Development Program, shifting the focus from institutional completion to implementation, supervision, measurement, and evaluation of outputs; creating substantive changes in science, technology, innovation, and digital transformation associated with the semiconductor industry; improving productivity, quality, and competitiveness of enterprises, deeply participating in the global value chain, contributing to achieving double-digit economic growth targets.
At the same time, promoting the development of the semiconductor industry in the direction of closely linking research – application – market; promoting commercialization of research results, forming and developing technology enterprises and innovative startups in the semiconductor industry; linking the responsibility of leaders with progress, results, and quality of task implementation; incorporating implementation results into evaluation, emulation, and reward criteria and accountability review in case of delays; resolutely preventing wastefulness and negativity in implementation, improving investment efficiency from the stage of approving policies, task portfolios, and resource allocation.
In 2026, the Plan sets the following targets:
Striving for semiconductor industry revenue in Vietnam to exceed USD 23 billion
Contribution to growth: Selectively attracting FDI investment, forming at least 75 design enterprises, putting into operation 01 Vietnamese semiconductor chip packaging and testing plant, and attracting at least 01 additional FDI enterprise to invest in Vietnam’s semiconductor industry; developing at least 02 specialized semiconductor products in certain sectors.
The scale of Vietnam’s semiconductor industry revenue is expected to exceed USD 23 billion, with domestic value added exceeding 10%; the scale of Vietnam’s electronics industry revenue is expected to exceed USD 200 billion, with domestic value added exceeding 10%.
The workforce of Vietnam’s semiconductor industry is expected to exceed 15,000 engineers and graduates.
Regarding institutional and policy improvement: Fully and promptly issuing detailed regulations and implementation guidelines for laws passed by the National Assembly in 2025, ensuring synchronized effectiveness with the laws and avoiding backlog; reviewing, adjusting, and supplementing mechanisms and policies to continue improving institutions for semiconductor industry development.
Accordingly, the Plan outlines key tasks and solutions to be implemented in 2026 for each sector.
Promoting the development and use of specialized chips
Specifically, regarding the development of specialized chips, in 2026 relevant ministries and sectors will: attract FDI enterprises to invest in the semiconductor industry; build a database of semiconductor enterprises in Vietnam and domestic enterprises capable of participating in the supply chains of major technology corporations; promote the development and use of specialized chips; select at least 03 strategic semiconductor chip lines and implement product development programs.
Implement orders for at least 02 specialized chip lines for defense and security fields; effectively operate the National Semiconductor Chip Prototyping Center (MPW) as a “national platform”; support startups and educational and training institutions to place orders for semiconductor chip production under a centralized model from 01–02 batches per year.
Regarding the development of the electronics industry, relevant ministries and sectors will support enterprises in developing electronic devices such as IoT devices, AI cameras, and UAVs; promote technology transfer from FDI enterprises and integrate Vietnamese enterprises into their supply chains.
Forming the Vietnam Innovation Network in the semiconductor field
Regarding human resource development and talent attraction in the semiconductor field, relevant ministries and sectors will attract enterprises to invest in developing data centers and supercomputing systems in Vietnam; issue a program for training Vietnam’s semiconductor workforce abroad; promote retraining and advanced training programs for engineers and experts in the semiconductor field.
